Bishop Finn was personally named by Blessed Pope John Paul II as Chaplain to His Holiness in August 2003, upon the recommendation of the then-Archbishop of St. Louis, Justin Francis Rigali (later Cardinal and Archbishop of Philadelphia), who had named him to the posts he was then exercising (the honor was bestowed while he was still serving as CFP Director and editor of the St. Louis Review; Father Finn received the title of Reverend Monsignor). Monsignor Finn served in several other capacities including Chairman of the Archdiocesan Committee on the Diaconate. Opus Dei and Bishop Finn

Fr. Finn applied for membership in Opus Dei in January 2004, Monsignor Finn was named two months later as coadjutor bishop (with right of succession) of the diocese of Kansas City-Saint Joseph. Monsignor Finn was consecrated to the episcopate on May 3, 2004, at the Cathedral of the Immaculate Conception in Kansas City. He is also now a Fourth Degree member of the Knights of Columbus. On May 24, 2005, the Vatican accepted Bishop Boland's request for retirement. As Coadjutor, Bishop Finn automatically succeeded him as sixth bishop of the Diocese of Kansas City-St. Joseph.

In April 2005, Bishop Finn became a member of Priestly Society of the Holy Cross, which is the exclusive elite priesthood of the Catholic personal prelature Opus Dei. In an interview with the Catholic Key, Bishop Finn told of how Opus Dei had helped open his heart to the work of the Holy Spirit. Bishop Finn is not technically a member of the Opus Dei prelature, as he is a diocesan priest, but he is able to receive spiritual formation from the prelature in a similar way as its members do.

Bishop Finn is technically or officially called an "associate" member of Opus Dei.

As a new coadjutor bishop, Finn made a round of visitations to the diocese’s five regions. In homilies he spoke of what he thought was important.

“In this increasingly secular society, a contraceptive/abortion culture has led to the sad deterioration of families. We as Catholics must focus on keeping married love together, with openness to children. This openness to children is an antidote to societal poisons,” he told a gathering at the St. Joseph co-cathedral, according to reporting in The Catholic Key.

Catholic education should be thoroughly and unashamedly Catholic, he said. Catholic schools should teach that salvation is achieved only through Jesus. Whether students are Catholic or not, the schools must teach Catholic doctrine and promote the rosary, the Stations of the Cross, the veneration of the saints and the use of sacramentals, such as, wearing religious medals, he said.

Families should attend Mass together regularly and make frequent confession. The themes would be repeated again and again.

“I love the Novus Ordo Mass [the post-Vatican II rite] as a priest,” The Catholic Key quoted him as saying. “I love the church, and I love the [Second Vatican] Council. But I also have a love and a respect for the Tridentine rite,” he said. “This also has a special place.”

A Jackson County grand jury has indicted Bishop Robert Finn and the Catholic Diocese of Kansas City-St. Joseph for allegedly failing to report suspected child sexual abuse in the Father Shawn Ratigan child pornography case.

The indictment — issued October 6 — was unsealed today. The actual charges are listed as a misdemeanor count of failure of mandated reporter to report. So Finn and the diocese are accused of failing to act as mandatory reporters.

The indictment alleges that between December 16, 2010, and May 11, 2011, Finn and the diocese had reasonable cause to suspect that a child may have been the victim of abuse "due to previous knowledge of concerns regarding Father Ratigan and children; the discovery of hundreds of photographs of children on Father Ratigan’s laptop, including a child’s naked vagina, upskirt images and other images focused on the crotch; and violations of restrictions placed on Father Ratigan."

Jackson County Prosecutor Jean Peters Baker called the decision to file charges against the Kansas City-St. Joseph Catholic Diocese and Bishop Robert Finn a difficult one.

“That was a very tough decision to have to make,” Baker said Wednesday at the regular luncheon of the Independence Chamber of Commerce. “When you’re a prosecutor, you don’t get to pick your cases.”

Even before she accepted questions following her presentation, Baker broached the subject, eliciting some chuckles from the crowd. After the luncheon, Baker acknowledged the significance of the misdemeanor charge of failing to report suspected child abuse. A spokesperson for her office said that there has been much nationwide interest following the announcement.

“Some people felt that we should have filed felony charges,” Baker said, but added that the misdemeanor charge was significant and would carry weight.The charge, filed last week, is the first time in the nation that a Catholic bishop will face criminal prosecution in a child sexual abuse case. Overall, Baker said, people agree with the charge.

Bishop Finn and the Diocese of Kansas City-St. Joseph acknowledged the misdemeanor charge last week, according to a spokesperson for the church. Counsel for the diocese pleaded not guilty for the diocese, and counsel for Bishop Finn also entered a plea of not guilty, according to the church.

In a statement issued last week, Finn said: “Months ago after the arrest of Shawn Ratigan, I pledged the complete cooperation of the diocese and accountability to law enforcement. We have carried this out faithfully. Diocesan staff and I have given hours of testimony before grand juries, delivered documents and answered questions fully.

The charges stem from an investigation into Shawn Ratigan, who faces a civil lawsuit, a 13-county federal indictment and three state charges involving child pornography.

As if today's headlines weren't depressing enough, Catholic bishops seem to have returned to the front pages.

Locally, Bishop Robert Morlino has requested -- but not ordered -- his priests to refrain from offering parishioners wine during most celebrations of the Eucharist.
He is the second bishop in the country to do so. The reason, he explained, is to promote reverence for the Eucharist. ...

I was mulling all that over when I read a second headline: The bishop of Kansas City, Missouri has been indicted on charges of covering up the use of kiddie porn by one of his priests and, thus, endangering the safety of children.

Bishop Robert Finn knew the priest, the Rev. Shawn Rattigan, had hundreds of suggestive photos of small children on his personal computer, but failed to inform authorities, the indictment charges. Instead, it handed the computer over to Rattigan's family, who destroyed it. It ordered Rattigan to move to a convent but -- and this is truly unbelievable -- allowed him continued contact with children.

These charges don't stem from something that happened 10 years ago or, even, one year ago. They are current.

And it's not as if the diocese is ill informed. It recently paid a $10 million judgment to victims of priest sex abuse. It has procedures in place to avert future problems; it even has a review board that includes a police captain.

Opus Dei-Affiliated Bishop Indicted For Failure To Report Suspected Child Abuse


A U.S. bishop and a Catholic diocese in Kansas City have been indicted for failing to report suspected child abuse allegedly committed by a priest. Bishop Robert Finn and the Catholic Diocese of Kansas City-St. Joseph were charged, and both entered not guilty pleas. Jackson County Prosecutor Jean Peters Baker said, "This is a significant charge. To my knowledge, a charge like this has not been leveled before," and the NY Times reports, "The indictment is the first ever of a Catholic bishop in the 25 years since the scandal over sexual abuse by priests first became public in the United States."

Earlier this year, Finn admitted he mishandled the situation with Father Shawn Ratigan, who was accused of taking, possessing and distributing child pornography—photographs of a young female parishioner. The Kansas City Star says, "In 2008, the lawsuit alleges, Ratigan took photographs and visual images of the girl in her bathing suit, focusing on her vaginal area and buttocks. Around 2009, Ratigan photographed the girl while she was sleeping and fully clothed, the lawsuit says.

Those photos indicate Ratigan moved the girl in order to pose her in a sexually suggestive manner, the lawsuit alleges. Ratigan then uploaded the sexually explict photos to his computer and sent them out over the Internet, according to the lawsuit." Numerous images of the girl and other young girls were found on a parish computer as well as "on compact discs found during a search of Ratigan family members’ homes after his arrest in May, the lawsuit says."

While Ratigan was arrested in May, Finn admitted knew about the disturbing images back in December 2010 but didn't turn them over until the arrest. Also, a teacher had complained about Ratigan's behavior in May 2010, but nothing was done. Finn and the diocese had promised to report any suspected child abuse as part of a 2008 settlement with 47 victims of sexual abuse.

Bishop Robert Finn on Friday became the highest-ranking Catholic official in the nation to face criminal prosecution in the decades-old child sexual abuse scandal — an action that stunned many inside and outside the church.

A Jackson County grand jury on Oct. 6 secretly indicted both Finn and the Catholic Diocese of Kansas City-St. Joseph on misdemeanor charges of failure to report child abuse in a case involving a priest facing child pornography charges.

As Finn and the diocese denied wrongdoing Friday after appearing in court, news of the charges roiled the nation and the Catholic world.

“This is historic,” said the Rev. Thomas J. Reese, author of “Inside the Vatican: The Politics and Organization of the Catholic Church.”

“In terms of the Catholic Church, this is an extraordinary move which is going to signal that the times have changed,” said Reese, a senior fellow at the Woodstock Theological Center at Georgetown University. “Neither people nor government are going to put up with any kind of activity that looks like a coverup.” ...

“This is monumental, there’s no question about it,” said A.W. Richard Sipe, a former priest and mental health counselor in California who has studied priest sexual abuse issues for decades.

“This is a huge step that breaks the barrier of bishops being protected. This shows that bishops no longer are above the law.”

For the first time since the Catholic sex abuse scandal broke in the United States 25 years ago, a bishop has been indicted for allegedly covering up for a sexually abusive priest.

Our first reaction: It’s about time.

Our next reaction: It’s outrageous that — after settlements with roughly 6,000 abuse victims, more than 15,000 allegations and $3 billion in payments, according to — a Catholic church official is suspected of facilitating and hiding more despicable behavior.

The courts will decide whether Kansas City Bishop Robert Finn hid abuse that occurred as recently as last year, but there was enough evidence for a grand jury to hand up charges of failure to report suspected child abuse, and that’s a start.

This is the first time a bishop in the United States has faced charges for allegedly protecting an abusive priest.

A Jackson County grand jury cited the Diocese of Kansas City-St. Joseph and Finn each with one count of failing to report suspected child abuse. The grand jurors said diocese officials and Finn had reasonable cause to believe that Father Shawn Ratigan was taking sexually explicit pictures of children.

Prosecutor Jean Peters Baker said Friday afternoon that even though they were Class A misdemeanors charges that should not diminish the significance of the allegations.

(Reuters) - Kansas City's Roman Catholic bishop has become the highest-ranking church official charged in the United States in the long-running clergy sexual abuse scandal, accused of failing to report suspected child abuse involving a priest's photographs of young naked girls.

Prosecutors in Jackson County, Missouri, said on Friday that Bishop Robert Finn, 58, became aware of child pornography images on the laptop computer of Reverend Shawn Ratigan in December 2010 but failed to appropriately notify police or state child abuse authorities for five months.

Finn's lawyer entered a plea of not guilty in court on Friday and the bishop issued a statement saying he would fight the misdemeanor charge -- which carries a penalty of up to one year in jail and a $1,000 fine -- "with a steady resolve and a vigorous defense."

Previously, no American Roman Catholic bishop had been charged with covering up such crimes.

The Pope’s visit neither reflected reality nor, to judge from the consequences, had any important effect on it.

On page 140. This applies to the allocutions and homilies of the Pope to the Congregation when he was an "adult-pope’. And that is still a serious problem: humanistas without sarx, factuality without reality (in the world of the poor). To give a few examples: one often gets a feeling of unreality from homilies, documents and messages that do not make central - although they may mention it - the poverty of reality, the injustice and corruption that cause it, and the cover-up that accompanies it. The feeling of unreality comes especially from the lack of commitment to get involved in the conflict, to struggle against injustice and to suffer the consequences. Words, words, words, as J. Comblin calls such messages in the article mentioned above. At another level, one gets the same feeling of unreality from a seminary formation that protects the seminarian from reality; or from the spiritualities and pastoral practices promoted or tolerated by movements that lead the human being into an a-historical transcendence with infantilizing consequences. The Full Story on Bishop Finn

"Let's step outside and settle this thing like men," she said, and she was a lady. "You're spewing anti-Catholic rhetoric!" he insisted. "How can you criticize a bishop when you're an actor and everyone knows actors are perverts and nitwits," she screamed. (That last gal had a point).

These are all reactions to my post last week about Rod Dreher's article on Bishop Finn's Indictment.

And above all, people are charging me with believing the biased media coverage of the scandal.

This, at least, is not true. In fact, everything I say in this post will be taken not from a media account of the scandal, but from the independent report on it as commissioned by the diocese, the Graves Report, which you can read on your own here.

So let's shove the media aside and see for ourselves what's contained in this internal diocesan report conducted by an independent firm.


Fr. Shawn Ratigan was a priest of the diocese of Kansas City - St. Joseph, Missouri. While pastor of St. Patrick's Parish (a parish with a grade school), his behavior around children raised many red flags. There were several incidents of "boundary violation", in which Fr. Ratigan held girls on his lap or tried to spend time with them alone while waiting for rides. At one function, he began rubbing a girl's back until her father angrily pulled her away. A pair of girl's panties was found in Fr. Ratigan's back yard planter.

In December, 2010, a computer technician servicing Fr. Ratigan's laptop discovered hundreds of photographs of young girls, apparently taken by Fr. Ratigan. Many were of children playing, the photographer focusing on their crotches and not including their faces. There were photos of girls climbing ladders in swim suits, focusing on their crotches. There were photos of girls wearing shorts sitting with their legs apart, focusing on their crotches. The girls appeared to be between eight and ten years old. One stash of photos was of a child in diapers. The series of photos ended with the diaper moved to the side, to reveal the girl's genitals and her bare buttocks. The photos were labeled with this toddler's name. Another series of photos was of a girl of about age seven, sleeping, but posed in sexually provocative ways while asleep. Her face was fully visible. The computer also contained links to internet sites advertising spy photo pens and two way mirrors.

The computer technician who made this discovery, his hands shaking, brought this laptop to the deacon at St. Patrick's and showed him the photos. The deacon immediately took the laptop to Msgr. Murphy, the Vicar General of the diocese, and Bishop Finn's right hand man. Before he viewed the images, Msgr. Murphy called and asked a friend of his who was a police officer if a single photo of a nude girl on a laptop "in a non-sexual pose" constituted child pornography. The officer answered that it might, but, particularly if it were of a family member, it would probably not be prosecuted.

This was the only contact the diocese made with the police until the following May. For, even after Msgr. Murphy viewed the images, and after it became clear that these images were not of family members, and that they were of a sexual nature, and that they were almost certainly photos Fr. Ratigan had taken of children in the diocese, neither Msgr. Murphy nor any one else involved in this case, contacted the police for nearly six months.

As soon as the pictures were discovered, Fr. Ratigan tried to kill himself, leaving a note saying he was sorry for what he had done. He survived his suicide attempt and was sent to a psychologist in Philadelphia who specializes in treating priests with problems. And yet, after interviewing Fr. Ratigan, and even after viewing the pictures which were pulled from Fr. Ratigan's laptop, the psychologist concluded he was not a pedophile. He was just lonely. And depressed. Why? Because the principal of the school was "out to get him," having complained about his inappropriate behavior around children. It was her fault, not his.

The diagnosis being evidently wrong, there were at least a few people in the Chancery Office who advised Bishop Finn to seek a second opinion. He did not.

At one point the legal counsel for the diocese told Msgr. Murphy that an attempt should be made to identify the children in the photographs, particularly if they were children in the diocese, as it appeared they were - victims of a child pornographer, and perhaps of other more violent sexual abuse at his hands. Legal Counsel also advised Msgr. Murphy to report this case to the Missouri Division of Family Services.

But contrary to the advise of counsel (and contrary to common sense, not to mention Christian charity), no one made any attempt to identify these victims or to reach out to their families.

No one made any report to the Division of Family Services.

In fact, no one even bothered to report the incident to the Independent Review Board, as required by diocesan "Protecting God's Children" policies!

Bishop Finn then assigns Fr. Ratigan to a Vincentian Retreat Center ... where school groups often go on retreats. He tells Fr. Ratigan to stay away from computers, cameras and children, but he allows him to say Mass for the school groups.

The Vincentian leaders at the retreat house adamantly claim that they were never informed of these restrictions on Fr. Ratigan, nor were they told he was a pedophile with a flair for child pornography; they thought he was simply recovering from his suicide attempt. Bishop Finn says he informed them of the full story; they say he did not. In fact, they told the firm conducting the independent review that if they had known the full scope of the situation, they would not have let Fr. Ratigan live with them. In any event, no one was placed in a supervisory role over Fr. Ratigan. He was living entirely unsupervised.

Immediately, Fr. Ratigan began using Facebook. He started attending public events and St. Patrick's parish-family events where children were present, including a birthday party for a sixth grade girl. He started glad handing parishioners, telling them the reason he had not been re-assigned to St. Patrick's was that the principal was "out to get him". Against the Bishop's directives, he made contact with children on retreat at the center, and on Easter Sunday - Easter Sunday - he tried to take pornographic pictures of a girl at the center.

Bishop Finn was informed of all of these violations of the "honor code" he had placed on Fr. Ratigan and yet Bishop Finn admitted that, as late as May of 2011, he had (in his own words) "not formulated a plan to further address Fr. Ratigan's behavior if he continued to violate restrictions".

By the middle of May, Msgr. Murphy eventually let his policeman friend know of the full scope of the situation - that the laptop contained not one photo of a nude girl in a non-provocative pose (as he had told him earlier), but hundreds of photos of girls, all of a lascivious nature. The police officer said, "You never told me that," and informed Msgr. Murphy that the diocese should immediately turn the laptop over to the police.

But instead the laptop was given to Bishop Finn, who gave it to Fr. Ratigan's brother, who (naturally) destroyed it.

And while copies remained of the photos, the original evidence (the laptop and its hard drive), including any other cached information the police could have obtained, is now gone for good.


Now, Bishop Naumann makes a passioned defense of his brother bishop, and points out that many in the Kansas City media are viciously pro-abortion and will stop at nothing to destroy the Catholic Church. Bishop Naumann, I'm sure this is true.

And many lay folk have pointed out to me that Bishop Finn is orthodox in his teaching and has boldly attacked pornography, for example. I'm sure that this is true as well.

But have we come to a stage where we are so desperate for orthodox bishops that we turn a blind eye to their other shortcomings? Are we so defensive against our own sins that we refuse to acknowledge where we fall shy of virtue, simply because other sinners are pointing our failures out to us?

And how do we expect to turn the hearts of the pro-abortion zealots in the Kansas City media if we don't even have the gumption to protect a two-year-old girl who's being victimized while asleep by one of our priests? Why on earth would they listen to us about the evils of killing unborn babies when we won't even do anything to protect a sleeping two-year-old from a predator?

Because, my friends, it comes down to this.

Bishop Finn and his Vicar General knew that children under their care had been exploited and abused. Bishop Finn and his Vicar General did nothing to identify or protect those children.Instead, and incredibly, when the story finally broke, Bishop Finn and his Vicar General instructed that the parish of St. Patrick's holdlistening sessions at which parents were asked to write down one "hurt" and one "hope".

As the Graves Report states, two "hurts" collected at listening sessionsincluded the following ...


The images of my daughter's private areas that the FBI showed me, they are forever burned into my brain. Shawn Ratigan was in my house, around my children in February, and I thought my children were completely SAFE!!


You let one of your priests hurt my children and you saw the pictures and decided to cover it up. That monster was in my house in February 2011 to prey on my children and I let him in since you felt you were above the law and made that decision not to turn in photos of my kids.


So those of you out there who are offering to take me out back and fight me, those of you who think I'm an anti-Catholic filled with hatred and Chick-tract rhetoric, those of you who think that if a human being happens to be an actor, he should not be allowed to write about this, answer one question for me ...

What would you say to these parents? Or better yet, if Fr. Ratigan had taken pictures of your sleeping two-year-old girl and removed her diapers to take a spy-pen snapshot of her vagina and her bare butt for use on his computer, and perhaps molested her and the diocese never bothered to tell you this, and never bothered to warn you not to let this man back in your house, or reach out to make sure you and your daughter got the help you needed (all the while the beg letters for the annual diocesan appeal kept coming in the mail) ... what would you put down on the "hurt" card? What would you "share" as your "hope" during the listening session while somewhere a man we call father masturbates to a picture of your sleeping two-year-old?

Perhaps Bishop Finn should not be tried for this misdemeanor (failure to report the crime in a timely manner) in the criminal courts of my state. I think a case could be made either way. But one thing I'm sure he should do.

He should repent in sack cloth and ashes and beg the forgiveness of every girl dancing naked in Fr. Ratigan's dreams. For he had the ability to reach out and offer help and the love of Christ to these girls and their parents, and he did not do it.
