Observers say that due to the Catholic Church's mishandling of the abuse crisis in Ireland it is now inconceivable for Pope Benedict XVI to visit Ireland this summer, despite having received an official invitation to attend the International Eucharistic Congress in Dublin in June.

The Pontiff is not expected to travel to Dublin for the major international gathering of Catholics. It is understood that Pope Benedict met with Archbishop of Dublin, Diarmuid Martin, the most outspoken critic of the Vatican's handling of the crisis in Rome this week.

Archbishop Martin cannot have left the Pontiff in any doubt about the inadvisability of an Irish papal visit at their time and so instead the 84-year-old Pope has made plans to present a live televised address to an anticipated crowd of more than 80,000 participants due to attend an open-air Mass in Croke Park entitled Statio Orbis on June 17.

Despite the advice from top Irish clergy, the Pope has still not officially indicated whether or not he intends to attend the Congress. Church authorities fear that his presence in Ireland could lead to major public protests that would detract from the congress and its message. 


According to a report in the Irish Examiner Archbishop Martin was part of the Irish delegation visiting the Vatican as part of the preparations for the congress. 

The organizing committee presented the Pope with a bowl of shamrock to mark Saint Patrick’s Day. After the meeting, Archbishop Martin said that the Pope had appeared interested in preparations for the congress.

THE POSSIBILITY of changing the law to allow prosecutions against Catholic clergy believed to have been involved in child abuse is being examined by the Dutch cabinet. This is despite the fact that the statute of limitations on their alleged crimes has run out, Dutch prime minister Mark Rutte said last night.

The 1,100-page report of the Deetman Commission revealed last Friday that more than 800 Catholic priests and monks – 105 of whom are still alive – had systematically abused as many as 20,000 children, many of them sexually, in church-run institutions, between 1945 and 1985.

Mr Rutte was commenting after it emerged that a formal complaint had already been lodged with the public prosecutor’s office against the Catholic diocese of Rotterdam and its former bishop, Philippe Bär, claiming they had provided “a platform for criminals involved in the abuse of minors”.

The Deetman Commission – chaired by former education minister Wim Deetman – focused in detail on Rotterdam diocese, collating evidence of a substantial number of sexual abuse cases there during the 1980s.

Fr Bär, a Benedictine monk, was Bishop of Rotterdam from 1983 to 1993, when he retired unexpectedly and without explanation to a Benedictine monastery in Chevetogne, Belgium.

The lawyer representing the Rotterdam victims, Jan Boone, confirmed that he had asked the public prosecutor to press charges against Fr Bär and a number of other senior church figures – maintaining that the Deetman report provided enough groundwork to initiate criminal proceedings.

Mr Boone argued that a criminal prosecution would be more appropriate than a civil action because the victims of the alleged abuse would be seen more clearly as the injured parties.

“There is also the fact that, in a criminal case, victims have the right to speak publicly in court about their ordeal – and that is an experience that, to some extent, can have a healing effect.”

In another development yesterday, Bishop Frans Wiertz of Roermond, in the south-east of the Netherlands, said his predecessor, Bishop Jo Gijsen – who had strong views on homosexuality and women’s rights – had ordered the destruction of the diocese’s episcopal archive for the period of his tenure from 1972 to 1993.

Bishop Wiertz said the archive went back 450 years and was intact on both sides of the missing period – though he could not say whether the missing documents had hindered the work of the Deetman investigators.

A letter of apology from the Dutch bishops was read by priests at Masses throughout the country on Sunday, after a scathing attack on the Catholic Church by the deputy Prime Minister, Maxime Verhagen, a practising Catholic.

An independent report has been published today, revealing the extent of child abuse by priests and other Catholic Church officials in the Netherlands since 1945.

The independent commission which compiled the report, beginning its research following allegations of child abuse at a Catholic school in the East Netherlands, has given an estimate of 10,000-20,000 children who have suffered church abuse between 1945 and 1981 when the number of Church-run homes dropped considerably. Since then, several thousand more children cared for in Church led facilities had been abused as children by priests and other religious officials.

The commission investigated 1,800 complaints of child abuse, identifying 800 perpetrators of whom just over 100 were still alive. Most of these cases involved what is classed as moderate abuse, for example touching, but the report estimated some “several thousand” instances of sexual abuse and rape.

The report estimated that 1 in 10 Dutch children have suffered some form of abuse, rising to 1 in 5 of those who attended a religious institution regardless of faith. It concluded that “sexual abuse of minors is widespread in Dutch Society”.

Victims speak of anger at church response

REACTION: SOME OF the 11 complainants who allege they were sexually assaulted as teenagers by “Fr Ronat” last night spoke of their anger at the handling of their complaints by Bishop John Magee and the Diocese of Cloyne.

One woman, “Donnelle”, who made a complaint in 2005 that she was sexually assaulted by Fr Ronat between the ages of 15 and 20, said what had shocked her most was the attitude of the church authorities in seeking to downplay Fr Ronat’s abuse.

“Every time somebody came forward with a complaint to either Bishop Magee or Msgr Denis O’Callaghan, they never told them that there had been other complaints about Fr Ronat – they knew there were other complaints and yet they never told any of us,” she said.

Publication of Further Portions of Diocese of Cloyne Report

On 8 April, 2011 the High Court directed that publication of certain parts of the report of the Commission of Investigation into the handling by Church and State authorities of allegations and suspicions of child sexual abuse against clerics of the Catholic Diocese of Cloyne be not published until the court otherwise directs.

A decision of the High Court on 16 December last, allowed for the publication of those parts of the report. Consequently, those parts of the report have now been made available on the Department’s website www.justice.ie. There is an obligation, in law, on the Minister for Justice to publish the report as soon as possible.

Minister Shatter said: "The publication this afternoon of the redacted portions of the Cloyne Report yet again details the failure of the Church to comply with its own child abuse guidelines and its failure to ensure that allegations of abuse when first received were brought to the notice of An Garda Síochána. The litany of allegations made and the failure to appropriately report cases of abuse reinforces the need to enact a statutory measure for the protection of children in the future. Work is continuing on the Criminal Justice (Withholding Information on Crimes against Children and Vulnerable Persons) Bill 2011 and observations on the Heads of the Bill previously published are expected to be received from the Oireachtas Joint Committee on Justice, Defence and Equality in January. I hope to publish the Bill as finalised in the New Year. I welcome the fact that we are able today to complete publication of the Cloyne Report and reiterate the Government’s commitment to take all necessary action to ensure children are properly protected."

Shocking allegations of a cover-up into child sex abuse allegations against a Fr Ronat have come to light with the publication of the final chapter of the Cloyne Report – including claims that an investigating cleric tried to suggest a teenage victim was to blame.

The most troubling chapter of the Cloyne Report, Chapter Nine has finally been allowed into the public domain on the back of a ruling by Dublin’s High Court.

The Irish Examiner newspaper reports that the newly published chapter claims that the cleric asked to examine abuse allegations against Fr Ronat suggested the teenage girl was to blame.

The new section of the report also found that the bishop’s advisory committee tried to ensure the young woman’s complaints were not treated as child abuse while police buried an allegation of child abuse made by a young boy against the same priest.

Government will respond to calls after abuse audit

THE GOVERNMENT will await the outcome of an audit of Catholic dioceses before responding to calls for further inquiries into the church’s handling of sexual abuse complaints, Minister for Children Frances Fitzgerald has said.

Responding to a written Dáil question from Sinn Féin TD Brian Stanley, Ms Fitzgerald said she was awaiting receipt of the national audit of dioceses by the Health Service Executive.

Mr Stanley had asked if there were any plans to establish a statutory inquiry to investigate sex abuse complaints and concerns about a “former archbishop of Dublin”.

Former priest fails in appeal against abuse conviction

A former Dublin priest and notorious serial sex offender sentenced to 16 years for abusing three victims has failed in an appeal against his conviction.

Tony Walsh - who was a well-known member of the singing All Priests Show - in November 2010 received sentences for separate cases of indecent assault and buggery of three boys in the 1970s and 1980s.

The Court of Criminal Appeal this afternoon rejected Walsh’s appeal against conviction, having found that issues raised concerning the credibility of one of the complainants had correctly been left to the jury to decide.

More Cloyne revelations published

The newly published ninth chapter of the Cloyne report has outlined how the Diocese of Cloyne handled 11 complaints against a priest who continued in office, and threatened legal action against complainants and the Bishop of Cloyne.

Published yesterday afternoon, the report centres around complaints made against a 'Fr Ronat’, who retired in 2005. The Commission reported that it was aware of 11 complaints against the priest and the chapter outlines the difficulty that the diocese experienced in trying to manage the complaints.

It details the actions of Bishop John Magee and Mallow based Monsignor Denis O'Callaghan, among others, in handling the complaints.

The 42-page chapter is the longest in the Cloyne Report, which was published in July of this year. It dealt with the handling by church and State authorities of child sex abuse allegations in the diocese of Cloyne between January 1, 1996 and February 1, 2009.
