Pope of the poor, fight for us.

We are Filipino migrants, immigrants, refugees from all over the world who, together with our families, call upon Your Eminence, to bear witness to our struggle. We call on you to speak in behalf of overseas Filipinos in our quest for a better life. We have experienced first-hand human and labor rights abuses and exploitation. Hear our stories and join us in our fight against modern-day slavery.

Of present, an estimated 15 million overseas Filipinos are found in over 230 countries. Massive unempoyment, landlessness, poverty and globalization have been forcing our countrymen to migrate. There exists a widespread desolation, hopelessness and desperation that have caused the Filipino people’s diaspora.

Pope of the poor, fight for us. In your tenet to build “A Church without frontiers, mother to all”, we likewise reach out to you with open arms and hearts for our common objective to open the doors of Your Church worldwide in the spirit of genuine service to the people.

Like you, we stand firm that forced migration is an anomaly and a matter of deep concern involving the lives and dignity of our migrant workers. Ours is now an era of modern-day slavery wherein our migrant workers and their families are subjected to most cruel conditions in favor of greed for remittances and the desecration of human rights.

Pope of the poor, fight for us. We have seen the absence of legal frameworks that genuinely promote and protect the rights and welfare of our OFWs and their families. We have dissected and evaluated the efficiency or lack thereof of existing government programs and discussed ways to bring these to the concern of our authorities. We realize that the Philippines has many policies and laws on migration that need to be translated into concrete action.

We have seen that the continuation and intensification of the government’s labor export policy would only add more to the sufferings of our people, making them more vulnerable to human and labor rights abuses. We ask of you to speak out against this policy. We need to address the fundamental conditions of our society, especially the unequal distribution of wealth and work among nations which drives our people to forced migration.

Pope of the poor, fight for us. We agree with you that human trafficking is indeed “a crime against humanity”. It is a violation of our fundamental rights. It breeds the evils of discrimination, criminalization of undocumented migrants and all forms of violence, oppression and enslavement.

We are also greatly disturbed and moved by the tragedy of the separation of families. We cry for the sufferings and pains of children left behind and growing up without proper guidance, parents and couples estranged from each other, and the resulting economic, emotional and psychological implications of loved ones being uprooted from their families.

We call on you to work hand in hand with migrants’ organizations and advocates in support of the plight of our Filipino migrants. There are still many things that need to be done. Pope of the poor, fight for us.

We call on Your Eminence, that through Your Office, you can help us in organizing and broadening our reach and making our voices resound. #DearPopeFrancis Filipino migrants and families call on Pope Francis to heed cry of OFWs in distress

Global alliance of overseas Filipinos Migrante International will hold a small gathering at the Plaza Miranda later this afternoon to welcome the arrival of Pope Francis and to call on the Holy Father to heed the cry of Filipino migrants and their families, especially those in distress.

Around Metro Manila, simultaneous activities were also held earlier today to gather “letters to the Pope” from families of overseas Filipino workers (OFWs) in distress.

In a previous open letter to the Pope, Migrante International had called on the Pope to “bear witness to our struggle. We call on you to speak on behalf of overseas Filipinos in our quest for a better life.”

According to Garry Martinez, Migrante International chairperson, “We are thankful to Pope Francis for consistently speaking on behalf of migrants and refugees. We agree with him that human trafficking is indeed ‘a crime against humanity’ and that forced migration is ‘an anomaly’ and a matter of grave concern for our migrant workers and their families.”

“As he visits the Philippines, we call on Pope Francis to speak on behalf of an estimated 15 million overseas Filipinos in over 239 countries around the world. We call on him to speak out for Filipino migrants in distress and their families,” Martinez said.

There are currently 125 Filipinos on death row abroad – the most number of whom have been executed under the present Aquino administration. At least 7,000 Filipinos are languishing in jails abroad without legal assistance and at least 25,000 are stranded and awaiting repatriation in the Middle East alone. Millions are undocumented and in danger of being criminalized abroad as host countries continue to impose more strict immigration and border policies. At least half a million Filipinos, mostly women and children, are victims of trafficking. Millions more suffer labor abuses and violations and endure modern-day slavery for the sake of their families back home.

Despite all these, Martinez said, the Aquino administration has intensified its labor export policy. “The Aquino government has highly praised itself for its supposed efforts to work with migrant-receiving governments to ensure the rights and welfare of OFWs. But the truth is OFWs are plagued with an assortment of issues and problems throughout the entire migration cycle yet the Aquino government has barely done any decisive action to support and protect OFWs and their families. The Aquino government’s ability to uphold Filipinos migrants’ rights and promote their welfare has lagged behind its apparent success in implementing its labor export policy.”

Pope Francis is a staunch supporter and advocate of the rights and welfare of migrants and refugees. He has been very vocal in his criticisms on forced migration and the criminalization of undocumented migrants and refugees, and his stance against trafficking in persons and modern-day slavery.

On January 16, the Holy Father will be holding a dialogue with some Filipino migrants and their families at the Mall of Asia Arena.

On the same date, Migrante International will be holding an International Day of Prayer and Solidarity to bring to the Pope’s attention the plight of Filipino migrants and their families all over the world.

Aquino’s “doomsday” statement mars Pope’s imminent joyous visit – Migrante

Global alliance of overseas Filipinos Migrante International today slammed Pres. Benigno Aquino’s seemingly “doomsday” statement on the upcoming Papal visit.

In Aquino’s message to the public on the arrival of Pope Francis, dated January 12, he called on the public “to exercise utmost discipline…cooperate with authorities…remain vigilant, take all precautions necessary…keep calm; do not push; do not run.”

“It is as if instead of a joyous affair, the President and Malacanang are expecting chaos to ensue. This is not a very welcoming message to the Pope and it sends a message to the international community that the Filipino people are nothing but an unruly bunch,” said Garry Martinez, Migrante International chairperson.

Global alliance of overseas Filipinos expressed tremendous gratitude to Pope Francis for acknowledging the real plight of overseas Filipinos workers (OFWs) and their families.

In his speech delivered in Malacanang, Pope Francis made mention of OFWs and the Filipino diaspora. The Pope said that he “cannot fail to mention” the OFWs “who are often neglected and whose contributions to society are not fully appreciated”. The Holy Father also said that the Filipino diaspora is “helping the life, culture and religious heritage” of other countries.

“Thank you very much, Pope Francis, for hearing our cries! Thank you for speaking in behalf of the 15 million overseas Filipinos all over the world who are being neglected, abused and exploited and abandoned by the Aquino government. Filipinos all over the world are overjoyed and empowered to further fight for our rights and to struggle for genuine social justice so that our common endeavors may be realized,” said Garry Martinez, Migrante International chairperson.

Martinez also noted the Pope’s mention of “families being destroyed.”

“One of the main reasons of Filipino families being torn apart is the phenomenon of forced migration. Our OFWs are separated from their families because of desperation and the need to survive. Pope Francis, who hailed from a family of migrants, knows this by heart. We agree with the Pope that what we should strive for is a ‘society of authentic justice, solidarity and peace’, something that is very far from what we have now which is a society of corruption, greed and conflict under the Aquino administration,” Martinez said.

The migrant leader said that he hopes the Pope’s statement will “open new doors and networks among churches and their brethren for the promotion and protection of the rights of Filipino migrants and their families around the world”.

Lastly, Martinez called on all OFWs and families to continue to organize, unite and struggle for social justice and revolutionary reforms. “The Pope himself said, ‘Dear migrants and refugees! You have a special place in the heart of the Church… Do not lose your faith and hope!’. For us, this should translate to the message that, despite and in spite of all our sufferings and torments, the people united shall never be defeated.” ###

In his homily in Tacloban, Pope Francis said that when he saw the devastation of supertyphoon Yolanda, his first wish was to be with the Filipino people. “In times of grave calamity and devastation, this is what is expected from a leader. Our people expected comfort and commiseration from the President and received none.”

“We cannot recall a time when the President has been anything but defensive, arrogant and unrepentant. Instead of taking accountability for his government’s corruption and anti-poor policies, he is always ready to either blame others or point the finger at his critics. His shameful speech in Malacanang attests to the fact that he has no mercy and compassion for poor Filipinos. We sincerely pray that the Pope’s visit presents this contrast, and urges the Filipino people to continue to work for genuine change and social justice,” Martinez said.

He said that Filipino communities and overseas Filipino workers abroad will be staging “Thank you, Pope Francis” activities as the Holy Father is set to celebrate his final mass in Luneta.

Almost all Filipinos carry Spanish names, while government and educational institutions rely on English as their primary medium of communication.

Sometimes, members of the Filipino elite tend to boast about how the Philippines is the most Westernized country in Asia, with others openly relishing the fact that the Southeast Asian country was carved out of Western colonial machinations and imagination. The very name of the archipelagic country -- derived from King Philip II of Spain -- perhaps says it all. In many ways, Filipinos share more common characteristics with, say, Latin Americans than their immediate neighbors. (Except that most Filipinos can't speak proper Spanish, thanks to the regrettable fact that the Spaniards never bothered to introduce universal education in their key Asian colony. Spanish was used as a language of distinction and exclusion rather than nation-building and collective identity.)

Ordinary Filipinos, meanwhile, also boast about the astonishing fact that the Philippines -- among the poorest countries in Asia -- is home to 3 out of the 10 biggest shopping malls on earth. And with the country (again) featuring among the fastest growing emerging markets, there is a growing feeling that the Philippines can finally claim a place of pride among modern and vibrant capitalist societies in Asia.

And that renewed sense of confidence is trickling down to the younger generation. (Nowadays, it isn't hard to find youthful, ambitious Filipinos confidently expressing their views in international conferences and gathering, especially when they seat among fellow Asians, who happen to be less adept at English and cosmopolitan in outlook.) Ideologically, the Philippines is largely situated in the Western episteme: Westernized lifestyles and pro-Western socio-political outlooks dominate the Filipino public sphere. One sometimes wonders whether the country has been placed in the wrong corner of the world.

A closer look at the country, however, reveals a fundamental paradox: centuries of Westernization has not led to genuine modernization, while years of rapid economic growth haven't brought about prosperity for the majority of the people. The country continues to remain as a semi-feudal (especially in rural areas) society under the grip of a vicious form of crony capitalism. Formal 'electoral democracy', in turn, provides a comfortable veneer of legitimacy (for the political elite) and an illusion of egalitarianism in a country mired in poverty and glaring inequality.

Premature Consumerism

Shopping malls dominate -- both physically and cognitively -- the urban landscape in the Philippines. All key public transport systems cluster around major shopping centers, which provide unrivaled comfort, the right temperature (in a humid, tropical country), and breathless access to a wide range of brands that cater to all social classes.

Urban cultures pivot and are shaped by shopping malls that are often located close to Business Process Outsourcing (BPO) companies, which employ hundreds of thousands of yuppies, who have redefined the Filipino urban lifestyle. One can find both Prada and Penshoppe (a local clothing brand) in major malls, with both the uber-rich and working classes participating in a global consumerist culture, which has taken over almost all corners of the plant. It is a classic form of faux egalitarianism. (Having visited numerous countries across five continents, I seldom come across a product, which I can't find, often at better prices, back in Metro Manila.)

Few steps away and one can discover new residential suites, which, similar to shopping malls, offer a variety of options for up-and-coming urban residents, who chase modern amenities and perfect location in a congested city like Manila or Cebu. Major cities across the Philippines have transformed into virtual construction sites, resembling the construction boom that have seen in places such as Dubai, Tehran, Moscow, and Shanghai in the past decades.

More recently, even small towns and municipalities have been transformed into frontier markets for few major conglomerates, which dominate the retail and real estate sectors in the country. The past decade has been among the best years in terms of corporate profits and business expansion opportunities for the country's elite, which have disproportionally swallowed much of the recently-created growth in the economy.

Slowly but surely, the Philippines is beginning to resemble hyper-consumerist countries such as the U.S., which have endlessly indulged in ever-increasing demand for goods and services on the back of decades of robust industrialization, specifically during the Keynesian era that lasted until the late-1970s, and massive borrowing from foreign creditors, particularly export-oriented economies such as China and Japan, in the age of neo-liberal globalization.

Today, the Philippines is simulating American-style consumerism without going through the "valley of tears" of state-led industrial development, high rates of household saving rates, and mass production of affordable exports -- the very factors, which allowed Newly Industrialized Countries (NICs) such as South Korea to get out of the cycle of poverty in recent times.

Illusion of Prosperity

The mind-boggling expansion in the Philippines' real estate sector has gone hand in hand with the perennially disappointing absence of modern public infrastructure. There is hardly any massive "green" public park area (think of Singapore's Botanic Gardens or New York's Central Park), where Filipinos from all walks of life can safely and comfortably enjoy the wonders and serenity of nature in an ocean of congestion and pollution. Public spaces are often neglected by the authorities or vandalized by uncaring residents.

There is limited public space for (spiritual and physical) disengagement from the hustle and bustle of everyday life. The Filipino state has basically outsourced such responsibilities to profit-driven enterprises. And this is precisely why the shopping malls have become the core of urban life in the Philippines. Meanwhile, shopping malls have been on the verge of extinction in other countries, especially in the U.S., where online shopping and urban picnics have captured the hearts and minds of many urban residents.

The Philippines, shaped by its colonial legacy, has emulated Western lifestyles and urban architectures. But it has not truly modernized, at least in the Weberian sense. We are yet to see truly rational, impersonal state institutions, which stand beyond patronage and personalized politics. Even much of the business sector is dominated by few old families, so it is preposterous to talk about "free market" competition.

The country's public infrastructure is among the least developed in Asia, while the country's elite educational institutions have struggled to keep up with regional peers. With the exception of the country's premiere university, the University of the Philippines, all other top Filipino universities have been rapidly falling behind their counterparts in other parts of Asia and the developing world.

Modernity isn't about speaking English per se -- or any global lingua franca for that matter. It is also not about having big shopping malls, wearing global brands, and preaching liberal socio-political values per se. Those are only manifestations of modernization, not the core of it. Modernity, above all, is about placing efficiency, meritocracy and knowledge above connections, patronage, and discredited traditions. This is precisely why many of the Philippines' neighboring countries, which have held onto much of their cultural heritage, stand as significantly more modern and prosperous: Social mobility, merit-based success, and knowledge-intensive productivity are incredibly more visible in places such as Taiwan or South Korea than the Philippines.

More importantly, the Philippines' rapid rates of economic growth in recent years haven't brought about an egalitarian, modern form of capitalism, which is capable of generating waves of prosperity that lift all the boats regardless of gender, class, and ethnicity. Low-end services and speculative sectors such as real estate have been the backbone of recent economic growth, with multi-billion remittances from Overseas Filipino Workers (OFWs) fuelling domestic consumption.

The tremendous lack of inclusive growth in the country is a reflection of the absence of modern state institutions, which can efficiently provide public services and regulate overweening markets; the lack of investment in Research and Development (R&D) across educational and corporate institutions; and a centuries-old tradition of patronage-politics as well as feudal economic institutions in rural areas, which have kept millions of Filipinos from realizing their great potentials.

Perhaps it is time for the Filipino elite to rediscover the true meaning of modernity, democracy, and progress. And for the wider population to fight for genuine prosperity.

Catholics have come to expect papal pageantry and scripted settings from its papacy that still operates often in a medieval manner. But Pope Francis’ trip to the Philippines seems to have taken things to a darker side. First, there were the shocking revelations that young street children were being rounded up by Manila officials and held in horrible conditions to clear the streets for Pope Francis’ visit, as reported here by the UK Daily Mail here: [Daily Mail]

Of course, if Pope Francis really wants to understand what the street children are facing, he should view the PBS report about Fr. Shay Cullen. This prophetic priest had earlier in 2012 discussed his work, over several decades with thousands of sexually abused Filipino children, on USA PBS-TV’s Religion & Ethics Newsweekly, indicating that even then, that the Filipino Catholic hierarchy appeared more concerned with curtailing contraception then with curtailing child sex trafficking and abuse. It is inexplicable why Francis did not meet with Fr. Cullen, as appears to be the case. Fr, Cullen has testified as an expert about child sexual exploitation before a an international relations committee of the US Congress.. Please see Fr. This seemingly carefully planned “image management” of Pope Francis’ visit to the Philippines is disturbing, especially in view of Francis’ recent remarks about limiting free speech reported here [National Catholic Reporter] .
Despite some progressive liberal Catholics trying to find some hope by reading Pope Francis’ “tea leaves”, many conservative US Catholics see him differently. “It’s despicable that so many left-wing Catholics would jump on this [“liberal Francis”] bandwagon. I’m disgusted by the way Catholics who know better have sliced and diced his words,” reportedly said William Donohue, president of the Catholic League recently. Donohue reportedly added: “If you take a look at his positions on, let’s say marriage and abortion, there is nothing that is in any way different from his predecessors.” (my emphasis)
And Pope Francis has not yet even issued his encyclical letter on climate change. Flexing his wide ranging “expertise”, Pope Francis as anticipated and as reported by Reuters, waded into the climate change debate on Thursday (1/15/15), telling reporters that he believed that man was primarily responsible for climate change and that he hoped this year’s U.N. climate meeting in Paris would take a courageous stand to protect the environment.
The pope said his long-awaited encyclical on the environment was almost finished and that he hoped it would be published in June, ahead of the U.N. conference in November. “I don’t know if it is all (man’s fault) but the majority is. For the most part, it is man who continuously slaps down nature,” he told reporters aboard the plane taking him to Manila.
These words were his clearest to date on climate change, which has sparked worldwide debate and even divided conservative and liberal Catholics, particularly in the United States. “I think man has gone too far,” Francis reportedly said. “Thank God that today there are voices that are speaking out about this,” he also said.
One wonders, as the price of oil continues to dive, how Francis’ views on climate change will play out with, or be influenced by, some of his key advisers, including former “Big Oil” alumni, like Goldman Sachs International’s Chairman, Peter Sutherland, a former long time Chairman of BP, or by Catholic University of America’s significant donors, the Koch Brothers
Clearly, some progressives need to reassess their views of Pope Francis as he starts getting into specifics, no?

As the world marks the International Human Rights Day today, 10 December, we wish to highlight a form of human rights violation that does not get as much attention but nonetheless deeply impacts millions of people around the world, especially in the poor countries. Land grabbing, often accompanied by the grabbing away of resources such as water, represents a worsening threat to the economic, social and cultural rights of countless local communities, including the indigenous peoples. This systemic violation of human rights, including the right to food, right to self-determination of peoples and right to development, must be stopped.

Data from the Land Portal’s Land Matrix show that worldwide land grabbing involves around 36 million hectares, as of March 2014. Most land grabbing deals are concentrated in Africa and the Asia Pacific region, accounting for about 41% and 38%, respectively of about 942 land deals monitored by the Land Matrix. Within Asia Pacific, land deals are heavily concentrated in Southeast Asia, comprising 83% of the regional total and 32% of the global total. Estimates on the extent of land grabbing vary widely but it could not be denied that it is a daily reality confronting rural and indigenous communities.

In many cases, large-scale land investments for export-oriented plantations, logging, mining, biofuel production and power production among others result to the eviction of small food producers and indigenous peoples, many of whom are without formal security of tenure despite tilling, enriching and occupying the land for decades. National and local governments often negotiate with foreign and domestic investors behind closed doors and in patent disregard for the participation of local communities that will be impacted by such investments, including their access to land and productive resources. These investments are also made and promoted without due consideration to the actual development needs of affected local communities that lead to their further marginalization and oppression.

Worse, the human rights violations against the people even go beyond the actual land grabbing and also involve atrocities that blatantly attack the political and civil rights of those who challenge these land-grabbing deals and investments. There are numerous cases and many of them remain undocumented and unreported, and most are unresolved due to the involvement of state security forces themselves as well as private armed groups hired by the companies. This has been the case in the Philippines, Indonesia, Pakistan, Malaysia, Sri Lanka and many others where anti-land grabbing activists, local community leaders, and their supporters face human rights atrocities ranging from extrajudicial killings, abduction, legal persecution and harassment, among others. Impunity reigns in many rural communities that have been heavily militarized to protect corporate investments.

We call on governments and private corporations to respect and implement existing human rights principles enshrined in national laws and international instruments, including the International Covenant on Economic, Social and Cultural Rights. We demand that the right to free, prior and informed consent of communities be upheld before any land investments are made.

We demand to respect the customary rights of the people who do not have legal ownership of the land and water bodies. We demand the demilitarization of rural communities and the prosecution of all those who have committed human rights atrocities against people who are justly defending their legitimate right to land and resources. We demand the implementation of genuine agrarian reform to promote the rights and welfare of small food producers and to promote long-term rural and economic development that serves the interests of the people and not the just the elite few.

We welcome recent developments that aim to provide people an opportunity to make corporations that violate their human rights accountable. In particular, we take note of the United Nations Human Rights Council’s (UNHRC) resolution this year calling for the establishment of “an open-ended intergovernmental working group on a legally binding instrument on transnational corporations and other business enterprises with respect to human rights”. Amid continuing trends of free trade and investment agreements that allow TNCs to sue governments, the UNHRC resolution is positive move towards regulating TNCs and their activities in the context of human rights.

We emphasize, however, that the best prospects for the promotion of human rights, including the right to land and resources, lie not in any legal instrument but in the relentless struggle of the affected communities to defend their human rights. Thus, working with those directly affected and violated, we vow to continue the fight to oppose land grabbing and defend the human rights of rural and indigenous communities.

Land is life for these communities, and depriving them of land and resources is depriving them of their basic human right to live. Fight for land, fight for life!

The Philippines Under U.S. Imperialism
The American forces’ murderous reputation and culture of impunity extends internationally. In the Philippines, U.S. Marine PFC Joseph Scott Pemberton violently killed Jennifer Laude, a 26-year-old transgender Filipina. Instead of facing criminal charges under Philippine law, Pemberton is still in U.S. custody and benefits from its protection. Laude’s murder follows the tired pattern of Filipina victims of violence at the hands of U.S. troops illegally stationed in the Philippines. Under the Philippines-U.S. Visiting Forces Agreement (VFA) and the 2014 Enhanced Defense Cooperation Agreement (EDCA), the Philippines has ultimately given up its rights to its colonial American master and relegated Filipinos, and especially Filipina women, to second-class citizens. The inaction and failure of the Philippine government to protect its own citizens exposes its true agenda: to serve the economic and military interests of the U.S.

A case in point of this is the frequent and extreme typhoons that have erased whole communities. Due to Philippine government corruption and pandering to multinational corporations, the country suffers from weak infrastructure, landslides due to large-scale mining and logging, poor warning systems, and hoarding of relief funds and goods by the Philippine government. U.S. military "relief" is in fact a ploy to justify sending in more troops, as to this day, many families have not received any relief and instead have relied on people’s volunteer organizations on the ground and foreign humanitarian groups, such as the National Alliance for Filipino Concerns. Aquino’s political impotence reveals the nature of his presidency as a puppet for U.S. interests.

The U.S.’ imperialist efforts toward political and economic domination is a key contributor to global human rights violations in all its forms. The global migration phenomenon is a result of unjust economic policies designed and implemented to benefit the U.S. and a handful of the most powerful governments and corporations at the expense of migrant workers. Filipinos, especially women, fall victim to labor and sex trafficking. GABRIELA USA is calling for justice for over 300 teachers who were recently trafficked by Isidro Rodriguez in Washington, D.C. Predatory agents like Rodriguez take advantage of the vulnerability of migrant workers due to weak legal protections in both their home and host countries.

The People’s Demands

The Philippine government, under President Benigno Aquino, is complicit in serving the agenda of the U.S. imperialists to break into the markets of the Asia Pacific at the costs of the basic rights and welfare of its own people. SPANISH COLONIZATION SUMMARY & ANALYSIS

The arrival of Europeans in the New World in 1492 changed the Americas forever. Over the course of the next 350 years, Spain ruled a vast empire based on the labor and exploitation of the Indian population. Conquistadors descended on America with hopes of bringing Catholicism to new lands while extracting great riches.Religion and self-interest combined to create a potent mixture that drew hundreds of thousands of Spaniards across the ocean with hopes of finding riches and winning souls for God. Along with the Spaniards came diseases to which the New World natives had no immunities.

What followed was one of the greatest tragedies in human history as smallpox, influenza, and other communicable diseases ravaged the native populations, killing millions. The Spanish never set out to destroy the people of the New World—after all, their goal was to use Indian labor for their own ends—and almost immediately a debate arose in Spain concerning the rights of Indians. This was the first time any European nation had consciously debated the rights and status of non-Christians. The traffic of Europeans to the Americas was not a one-way street. The so-called Columbian Exchange brought European goods and ideas to the New World—including the horse, which was not native to the Western Hemisphere—and returned new plants and animals to the Old World, including potatoes, corn, tomatoes and other crops. The world was forever changed by the new horizons opened by Spain's intrepid explorers, despite the misdeeds of Spanish rule in America.

Spanish conquistadors, who were primarily poor nobles from the impoverished west and south of Spain, were able to conquer the huge empires of the New World with the help of superior military technology, disease (which weakened Indian resistance), and military tactics including surprise attacks and powerful alliances with local tribes. Once an area had been conquered, it was partitioned intoencomiendas, or grants of land. More importantly, the Indian people themselves were parceled out to the conquistadors, who were given title to the land and its people in return for a promise to teach the natives Christianity. This system was heavily abused, and Indians throughout the Americas were reduced to a condition of virtual slavery.

However, due to natural attrition and harsh misrule, the population of native laborers soon became too small for the voracious Spanish, so they began to import African slaves to work in sugar plantations and silver mines. The introduction of African traditions to the Native American and mestizo cultures already in existence made for a social mixture richer than in almost any other part of the world, although racism continued to play a dark role in the New World. Colonial society was hierarchical, based upon on the amount of non-Spanish blood a person possessed. A complicated system, called the casta, delineated over 100 separate names for groups containing certain levels of Indian and African blood. Jobs, government positions, titles to land, and almost everything else in the Americas functioned according to this system with those at the top getting preference over those lower on the list. Discrimination and repression were features of Spanish colonial rule throughout its history.

Spain's government in Madrid tried hard to govern the New World, despite its distance from Europe. Using a system of viceroyalties and audencias, royal courts of appeals, the Spanish Monarchy was able to exercise control over Spanish settlers, even when they didn't want any sort of interference from the central government. The Crown was entitled to one-fifth of all mining profits, and this huge income helped Spain to become the largest and most powerful empire in Europe by 1600. Religion was mixed with politics to create a hybrid system in what would become the American Southwest: Dominican, Franciscan and Jesuit missionaries were often left in charge of large areas in what is now Texas, Arizona, New Mexico and, later, California. With its goal of bringing the Catholic religion to the New World, Spain was also able to use the existing church governments for its own political uses. Today, religion and politics continue to mix in Latin America.

The often-heavy handed rule from Madrid and the new ideas of liberty and freedom coming out of the American and French Revolutions brought about the wars of Independence in the early nineteenth century. Simón Bolívar—the Great Liberator—and José de San Martin led the fight for independence, although this was not a fight for Indian rights, or on behalf of the poor. Those who fought for South American independence were called criollos, American-born descendants of Spaniards, and they continued to rule the many new nations of Spanish America for generations. The Spanish left a legacy of cruelty and exploitation in their wake, but they also managed to open the world and increase cultural exchanges to a level never before seen in human history.

The Failure of the Sacraments

There’s an elephant quietly sitting in the nave that everyone on all sides of the clergy sex abuse crisis have been diligently ignoring, even the victims themselves. No clergy or even would-be reformers have really remarked on it yet, although it should be more obvious with each and every sad story. More importantly, it is a troubling issue that touches on the very heart and soul of Catholicism.

The monstrous truth is simply this: what the clergy sex abuse crisis clearly demonstrates is that the sacramental system has failed.

This is not just a case of hierarchical reneging of responsibility.There’s more to this than some bad apples. This is nothing that a few reforms can fix, some screening of seminarians or more pastoral responses by bishops. It is nothing less than a fundamental challenge to the entire Catholic Church, and it shows that the spiritual principles the whole structure is supposedly based on simply do not work.

Think about it. The offenders here are Roman Catholic priests, highly trained men. But unlike other professionals, these men are supposedly set apart and dedicated to lives of the spirit. They claim to have the power to forgive sins and make God appear.

They not only administer the sacraments to others, but also receive them themselves daily. That means, among other things, frequent confession to other priests. Moreover, many of these men belong to religious orders or are otherwise under close spiritual direction. They are supposed to confide everything to their confessors and superiors and to obey them unquestioningly.

So what went wrong? When an abusive priest goes to confession, does he start, “Bless me, father, for I have sinned: I buggered an altar boy three times this week”? And does the confessor tell him to say 3 Our Fathers and 4 Hail Marys and not to do it again?

According to their own theory, confessors have the power to forgive sins, but also to refuse to do so if sorrow is insufficient. Moreover, they are to appoint penances – if they wish, they can require satisfaction or significant signs of reform from the penitent before absolution. Some sins – such as solicitation for sex in the confessional – are even deemed so serious that only higher prelates, sometimes only the Pope or his appointed delegate can forgive them.

Yet the abusers continue to abuse. So are the sexually active priestslying to their confessors? This would mean that not only do the perpetrating priests remain in a state of mortal sin and are automatically excommunicated, they perform the sacraments in that state which is itself a grave sacrilege.

Or, even worse, are all the abusive priests linked? Do they only go to confession to like-minded perps who will understand? Is there then an organized network of sexually perpetrating priests, all busily enabling each other? This adds collusion and conspiracy to the sinand would indicate that the very structure itself is rotten to the core.

The evidence available suggests that perhaps both scenarios are true to varying degrees in different situations. Either way, however, the result is much the same.

The sacraments are meant to unite believers with Christ. Not just to remove the accumulations of sin like the weekly laundry, but togradually improve the recipient. They are intended to sanctify and uplift the faithful, increase devotion to God, charity to fellow humans, and moral stamina in the face of evil.

If the sacraments actually worked like this, wouldn’t we hear ennobling stories of clerical reform, of some molester inspired to truly repent and devote himself to the cause? But rather, the stories are depressingly the same, of priests caught time and again, transferred, treated, and now finally, laicized often against their will, with no regret or even acknowledgement of their evil.

What this means, each person must decide in their own conscience. But perhaps the fall off in confessions over the years itself tells the story. Why should anyone, lay or not, risk a ritual that seems so impotent in promoting reform and may, instead of granting grace, actually expose them to greater human wickedness?

It has been almost one full year since Pope Francis was elected to take Pope Benedict XVI’s place in the Vatican. He has been hailed by both the Catholic community and its critics for his openness to bringing much needed reform to the outdated ethos of the church. His forthcoming attitude has alleviated some concerns about how the Vatican can reconcile its beliefs with those of its more youthful and liberal followers. However, for all of his efforts to reconnect, Francis has failed to truly address the patterns of sexual abuse and exploitation by clerics supported by the Vatican.

In a recent interview with the Italian newspaper Corriere della Sera, Francis made comments defending the church’s response to reports of sexual abuse, claiming that it is “the only public institution to have acted with transparency and responsibility. No other has done more. And, the church is the only one to be attacked.” It is true that the church has been under scrutiny for quite some time — last month, a UN committee issued a report criticizing the Church’s policies on a range of issues, calling for the removal of any known sexual abusers and release of records of sexual assault allegations against clerics.

It is also true that he has publicly acknowledged the problem, and in December he created a committee to evaluate methods to protect sexually abused children and more effectively screen men seeking to become priests for sexual deviance. This committee, however, is strictly advisory, and there is almost no information available regarding how it has gone about measuring the breadth of the problem. The “transparency” Francis speaks of does not exist.
