Pell, now head of the Vatican's economic secretariat, has denied the accusations, saying he has always taken a strong stand against child abuse. He denies moving priests accused of abuse between parishes or offering one victim inducements to drop a complaint.
"Disciplining such powerful colleagues will be politically harrowing. But for the pope to make good on 'bishop accountability' this new program must begin at the top. Diocesan bishops cannot be expected to comply with standards that Vatican officials have ignored with impunity," she said.

At best, most church abuse panels have been ineffective distractions. At worst, they’ve been manipulative public relations moves We suspect this new one won’t make a difference either.
Throughout this decades-long crisis, church panels, procedures, protocols and promises have been plentiful. They’ve also been irrelevant. As long as clerics are in charge of dealing with other clerics who commit and conceal child sex crimes, little will change.
Church officials should join us in reforming secular abuse laws so that clerics who hurt kids and hide predators will be criminally charged. If that happens, we'll be encouraged.

The Vatican announced it will establish a new tribunal to sanction bishops who fail to protect children from sexual abuse by members of the clergy.
Forgive me if I'm unimpressed.
Maybe that's a reporter's jadedness. I've spent too many years with the grim details, listening to testimony of victims, reading their depositions in civil cases and seeing how bishops did a stellar job of shielding not the child victims but the accused priests.
And it's from living in a diocese whose bishop was convicted of failing to report suspected child abuse and was allowed by the Vatican to quietly resign this spring - more than two years after his conviction.
Yes, this move by the Holy See is a positive one. It will exist solely to hear cases involving bishops who have covered up abuse. The bishops, the leaders of the church's dioceses, have largely escaped punishment in sex abuse scandals.
This is the Vatican playing catch-up. For many victims, altar boys and former parochial school children who are now grown men and women, it's too late.
Rome cannot sanction the bishops who deserve the most scrutiny. Many of them - the ones who so callously ruled their dioceses in the 1960s, '70s and '80s - are deceased. Likewise, many pedophile priests from those eras took the secret of their sins to the grave.

Bravo ! Instead of amnesty for old crimes, the top leader of the Irish Catholic Church, Primate Eamon Martin, has said that Pope Francis’ newly announced tribunal, which will judge bishops accused of covering up child sexual abuse, should also investigate abuse allegations relating to events a long time ago. Irish bishops, it appears, are likely still reeling from Irish voters’ overwhelming rejection of the pope’s civil marriage position.
Meanwhile, US bishops seemed typically clueless about the pope’s new decision on bishop accountability. They appear understandably to be preoccupied with the serious criminal and civil law implications for all US bishops of the unprecedented and unexpected recent criminal and civil actions triggered by the Minneapolis Archdiocese’s ongoing rampant and horrible child endangerment record.
Martin rightly noted that child abuse related crimes are serious and are not diminished by the passage of time — certainly not for the survivors. The new tribunal could readily begin by reviewing the International Criminal Court’s online file on ex-pope Ratzinger, and Cardinals Sodano, Bertone and Levada, then move on to readily available records on Cardinals Law, Rigali, Mahony, Brady, O’Brien, Danneels, Dolan, Pell, Murphy-O’Conner, Mueller (Regensburg), et al. and Bishops Finn, Vangelhuwe, Mueller (Norway), Barros, et al. The pope needs to provide a big budget here, as he did to save the Vatican Bank!
The Vatican had told the UN committees, in effect, the pope did not have authority to hold bishops accountable. Now we see otherwise. All it took was a papal decision. Why has this taken decades, if not centuries, when so many innocent children and their loved ones have needlessly suffered?
Interestingly, the Boston Globe’s John Allen in a co-authored column reports support for investigating Cardinal Law now. He notes that Roderick MacLeish, a lawyer whose firm represented hundreds of victims in the Boston Archdiocese sex-abuse scandal, said, ” The first person who should be on the list is Cardinal Law. If this tribunal is going to be meaningful, it has to start in Boston, … ”. On the other hand, Allen adds that Mitchell Garabedian, another Boston lawyer who has represented clergy sex-abuse victims, called the creation of the tribunal “cosmetic in nature.’’ “The members of the tribunal will probably be made up of church officials who had known of the sexual abuse of children by priests for decades yet did not act to protect children,” Garabedian added according to Allen’s report. Nicky Davis, leader of (SNAP) Australia, said, “The most appalling aspect of this announcement [of the new tribunal] is that this move should have been made decades ago, could have saved much suffering and lives lost to suicide, and is treated as something worthy of congratulation.” She indicated that the tribunal ” … certainly should never replace independent criminal or civil investigations or accountability.” She added, “I worry that this panel will be used as smokescreen to delay other much-needed changes until the current crop of officeholders are old enough or dead enough to permanently evade responsibility for their actions.” (emphasis mine)
Ireland’s Archbishop Eamon Martin spoke following the Vatican’s announcement about the pope’s decision, apparently made under pressure from significant negative publicity about numerous allegations, including some about his No. 3, Cardinal George Pell, and Chile’s Bishop Juan Barros, raised prophetically by Peter Saunders and others.
The pope accepted a proposal for such a tribunal that was reportedly pressed by the papal abuse commission that Saunders sits on. The trade off for Saunders, et al., appears to be that the tribunal will be under Cardinal Mueller’s clerical and flawed CDF, rather than under the papal abuse commission, where it belongs with its independent lay members, like Saunders and Marie Collins. Lay oversight is coming, voluntarily or involuntarily — I am confident of that.

Pope Francis is conducting Vatican business as usual at the “old boys’ club”, it appears. Pope Francis has responded, in effect, to Peter Saunders’ attempt to get the illusory papal advisory “abuse commission” under Cardinal Sean O’Malley to hold Cardinal George Pell, Bishop Juan Barros and other bishops accountable for alleged child sexual abuse cover-up crimes. The pope has apparently passed the buck to his successor and evidently left the unaccountable bishops’ abuse scandal mess under its current failing Vatican set up.
In effect, the fundamentally flawed Congregation For the Doctrine of the Faith (CDF) under Cardinal Gerhard Mueller and his tainted US Jesuit aide, Fr. Robert Geisinger, will continue to run the “abuse cover up zero tolerance show” as before. Geisinger is the Vatican’s current top prosecutor of abusive priests and had been implicated, along with several other Catholic officials, in allowing a notorious abusive priest to remain in ministry for years after learning of his long history of sexual abuses, legal documents show according to the Boston Globe. Geisinger’s efforts at the Vatican to date are neither impressive nor reasons for Catholic parents or survivors to hope the Vatican will ever police and reform itself effectively or transparently.
The director of the Holy See Press Office, Fr. Federico Lombardi, S.J., has indicated, in effect, that that Council of Cardinals (C9), with the pope participating, all unanimously (including the pope) approved five specific proposals {my italics}, namely:
It is proposed that:
“1. because the competence to receive and investigate complaints of the episcopal abuse of office belongs to the Congregations for Bishops, Evangelisation of Peoples, or Oriental Churches, there is the duty to report all complaints to the appropriate Congregation;
2. the Holy Father mandate the Congregation for the Doctrine of the Faith to judge bishops with regard to crimes of the abuse of office when connected to the abuse of minors;
3. the Holy Father authorise the establishment of a new Judicial Section in the Congregation for the Doctrine of the Faith and appointment of stable personnel to undertake service in the Tribunal. The implementation of this decision would follow consultation with the prefect for the Congregation for the Doctrine of the Faith;
4. the Holy Father appoint a secretary to assist the prefect with the Tribunal. The secretary will be responsible for the new Judicial Section and the personnel of the section will also be available to the prefect for penal processes regarding the abuse of minors and vulnerable adults by clergy. This appointment will also follow the consultation with the prefect of the Congregation;
5. the Holy Father establish a five-year period for further development of these proposals and for completing a formal evaluation of their effectiveness; …” (emphasis mine).
So there you have it! After stalling on the abuse scandal for over two years, the pope has decided to stay with the same flawed team and passed the ultimate buck to whomever is pope in five years — likely Cardinal Pietro Parolin, Cardinal Angelo Sodano’s protege. This is about what I had expected and have tried to warn Catholics against since the pope was elected in March 2013.
Will all or any of the abuse commission members now resign? They have apparently been relegated to a mere academic study group status, no?
This development will likely have immediate negative implications for the Vatican, especially in the USA. For over three decades, the Vatican and US bishops have been close political allies of the US Republican party and its “low tax/lower regulation/least safety net” billionaire donors. For over two of those decades, the Vatican and its US bishops have had fundamental disagreements with the US Democratic party’s most prominent woman and current leading presidential candidate, Hillary Clinton, as noted here.

The new Vatican tribunal created by Pope Francis to deal with bishops who fail to protect children from being sexually abused by priests should deal retrospectively with past allegations of sexual abuse, says survivor Marie Collins.
Ms Collins, who is the only Irish member of the Vatican Commission for the Protection of Minors, told RTÉ’s Morning Ireland programme that the main recommendations of the commission would focus on accountability for incidences of sexual abuse.

“If he (a bishop) doesn’t have the right attitude to abuse, or if he doesn’t deal with a case properly and it means a child is not kept safe, then he will have to answer to his own higher authority as well as to civil authority,” said Ms Collins.
“This is to make sure that as far as the church laws go, a bishop can longer... just behave as he wishes.”
The new tribunal within the Congregation for the Doctrine of the Faith will be able to hold bishops to account for mishandling or covering up allegations of clerical child sex abuse. To date no Catholic bishop has been removed from office by the Vatican for his role in covering up clerical child sex abuse.
Archbishop of Armagh Eamon Martin said he would support any initiative that made clear the church was not a safe haven for people who abuse children, adding that justice would be treated retrospectively.

In setting up a Vatican tribunal to discipline negligent Roman Catholic bishops, Pope Francis has taken the most concrete step of any pope in holding accountable church leaders who failed to prevent the sexual abuse of minors by priests. Although Francis and his most recent predecessors, Pope Benedict XVI and Pope John Paul II, made efforts to punish abusive priests, the tribunal is the Vatican’s first mechanism to punish their superiors.
Here is a look at responses to scandals by the last three popes.
John Paul II
Many of the known cases of sexual abuse by priests took place during the 27-year reign of John Paul II. Despite being widely loved, John Paul II was criticized for ignoring or failing to become aware of the problem. In particular, his long friendship with the Rev. Marcial Maciel Degollado, founder of a powerful Catholic religious order, raised questions about whether John Paul was willing to overlook abuse. Father Maciel molested seminarians and young boys for decades. Vatican investigations also revealed that he fathered several children with at least two women.
John Paul II apologized for the sexual abuse of children by priests for the first time in 2001 in an email sent to churches around the world. A year later, the Vatican said it would use ecclesiastical courts to try priests suspected of abuse. But the trials were secret, and critics said they would only reinforce the belief that the church was trying to hide its dark past. On Friday, June 5, 2015, the Ramsey County Attorney's Office (RCAO) filed criminal charges against the Archdiocese of Saint Paul and Minneapolis with multiple counts of failing to protect children. The RCAO and its secular prosecutor prove that in the 21st century, the Vatican aka Holy See, the Roman Catholic Church and its dioceses, its popes, cardinals, bishops and priests are no longer above the law – secular law, that is, – or temporal law (as they say it in the BS Latin language of the Vatican). In the Medieval or Middle Ages the spiritual power was considered as “higher” than the temporal power. In 1301, Pope Boniface VIII wrote Unam Sanctam, his ex-cathedra declaration that "There is no power but of God, and the powers that be are ordained of God"…and those allowed to judge are only the “ordained priests, kings and princes”. OMG it took 700 years to defy and revolutionize that Papal Bull because it’s only now in the 21st century that priests and their higher cardinals and bishops are no longer doing the judging (with their colorful liturgical vests or black priestly uniform) and their spiritual powers count for naught in the civil or secular court of law of nations. But imagine the countless injustices they have carried out for centuries because of that Papal Bull(shit), the countless people who suffered be it burning at the stake for women and heretics, and those countless victims who were wrongfully punished because of the spiritual powers of “ordained” men of God.

The UN Committee against Torture “found that the widespread sexual violence within the Catholic Church amounted to torture and cruel, inhuman and degrading treatment.” After Vatican officials were called to Geneva in May 2014 to respond to tough questions like why the pope believes his responsibility for protecting children against torture only applies within the Vatican City State, the committee issued its report.
The members “ordered the Vatican to hand over files containing details of clerical sexual abuse allegations to police forces around the world, … to use its authority over the Roman Catholic Church worldwide to ensure all allegations of clerical abuse are passed on to the secular authorities and to impose ‘meaningful sanctions’ on any Church officials who fail to do so.” With the exception of one staged PR event, the pope has refused to take any of these measures.
The Vatican had issued an “Initial Report” preparatory to the hearing. “Nowhere in the Holy See’s [the name of the Church’s global government] Initial Report under the Convention does it make any mention of the widespread and systemic rape and sexual violence committed by Catholic clergy against hundreds of thousands of children and vulnerable adults around the world. There is no mention of acts that have resulted in an astonishing and incalculable amount of harm around the world – profound and lasting physical and mental suffering – with little to no accountability and access to redress … [T]he Vatican has consistently minimized the harm caused by the actions of the clergy, through both the direct acts of sexual violence and Church officials’ actions which follow, such as cover-ups and victim-blaming. … The Holy See’s Initial Report to this Committee is itself evidence of the minimization of these offenses and the resulting harm.”
The Committee against Torture report came “after senior officials sought to distance the Vatican legally from the wider Church … saying priests were not legally tied to the Vatican but fell under national jurisdictions. But the committee insisted that officials of the Holy See – including the pope’s representatives around the world and their aides – have a responsibility to monitor the behavior of all under their ‘effective control.’”
The committee also urged a “prompt and impartial” investigation in the case of Archbishop Jozef Wesolowski, the pope’s nuncio (ambassador) to the Dominican Republic.
Wesolowski solicited sex for money from Santo Domingo’s poorest boys. “We learned from the children that Wesolowski took pictures of them while they were masturbating. Oral sex was performed,” Nuria Piera, an investigative journalist in the Dominican Republic, said. “He abused that poverty and used that mechanism to approach children and take advantage of them for years,” according to Yeni Berenice Reynoso, National District prosecutor.
A dossier accusing Wesolowski of sex abuse of minors was sent to Pope Francis “sometime in July” 2013 by Santo Domingo Cardinal Nicolás de Jesús López Rodríguez. The pope found the information credible enough to dismiss Wesolowski on August 21 via confidential letter. But the pope never reported Wesolowski to civil authorities nor made the information public.

Hillary Clinton Benefits From Errors, of US Bishops and the Pope’s Cardinals Council and Billionaire Donors, on Fixing the Pope’s Major Messes on Child Abuse, Gay Marriage and Contraception (Obamacare)
For over three decades, the Vatican and US bishops have been close political allies of the US Republican party and its “low tax/lower regulation/least safety net” billionaire donors. For over two of those decades, the Vatican and its US bishops have had fundamental disagreements with the US Democratic party’s most prominent woman and current leading presidential candidate, Hillary Clinton, as noted here.
Ironically, Hillary Clinton now appears to be benefitting considerably from the multiple “messes” that the US bishops and both Pope Francis’ elite Council of Cardinals (C9) and billionaire donors have, in effect, evidently exacerbated by their many errors and omissions. These messes relate to (A) continuing priest child sexual abuse under unaccountable and stonewalling bishops’ noses, (B) opposition to same sex civil marriages, and (C) opposition to free contraception under Obamacare that contributes both to family poverty and to global warming through unwanted overpopulation.
The pope needs to re-assess in light, among other things, of the recent criminal cases relating to former US House Speaker, Dennis Hastert, and Minneapolis bishops. The recent image of Hastert, once two steps away from the US presidency, pleading Not Guilty in a Chicago Federal court should cause many in the Catholic hierarchy to reflect and reform, no? No one is now above the law, not even the pope!
It is likely only a matter of time before the media and prospective voters ask whether the allegations in Chicago about Hastert’s “secret side” and in Minneapolis about alleged cover-ups of priest child abuse by Fr. Kevin McDonough, brother of President Obama’s Chief of Staff, were factors in the Federal government’s currently inexplicable failure for years to investigate the epidemic of institutional child sexual abuse in the US, especially in the Catholic Church, as Australia, Ireland, Canada, the UK and many other nations are now doing?
Protecting child abusers turns off most modern voters. Opposing civil same sex marriage also turns off a growing majority of these voters, as recent US polls and the Irish Catholic vote make very clear. Opposing contraception and Obamacare is also a “vote loser”, especially with the millions of US voters who would lose their new health insurance if Obamacare is invalidated by the US Supreme Court.
It is no surprise that many US Republican political leaders privately hope the US Supreme Court will soon declare same sex marriage to be a constitutionally protected right. These Republicans fear the same sex marriage trap. Many Republicans, and likely several of the politically astute conservative US Supreme Court justices who want their successors to be appointed soon by a conservative Republican US president, now realize that Republicans likely can only win the 2016 US elections (and thereby control the selection of future US Supreme Court justices) by losing on the Obamacare and same sex marriage cases soon to be decided at the US Supreme Court. President Obama seems to understand all of this as well, which may be why he is reaching out to Catholics on health care.

Pope Francis has approved a system of reporting and judging bishops who fail to protect minors, a critical development in the Vatican’s actions on sexual abuse.
Announced June 10, the move authorizes three Vatican offices to receive and investigate complaints against bishops, and establishes a special tribunal under the Congregation for the Doctrine of the Faith to determine whether a bishop is guilty of “abuse of office.”
The pope still has the ultimate say in requesting a bishop’s resignation, but as a Vatican spokesman said, the tribunal’s findings would normally be accepted and acted upon by the pope.
For years, bishops’ accountability has been the missing element in the Vatican’s approach to sexual abuse by priests. Despite the many cases of mismanagement and negligence on the part of bishops who turned a blind eye or moved abusive priests from parish to parish, very few bishops have been removed from office.
That’s because, until now, there was no systematic process for discipline and dismissal when such failures occurred.
There are several remarkable aspects of Pope Francis’ decision:
-- It demonstrated that bishops are no longer considered “untouchable,” and will face serious consequences for their actions or inaction.
-- It made clear that bishops answer not only to the pope, but also to their people. That reflects a new willingness at the Vatican to implement the church law provision that says bishops can lose their office for “culpable negligence” that harms the faithful.
-- By inviting complaints against bishops – saying, in fact, that Catholics have a “duty” to report such failings – the Vatican has opened a new and important channel of communication for Catholic laity.

Pope Francis’ new judicial tribunal will now tackle the enablers of child abuse by priests: the bishops.
For the first time in the long and sordid history of the Catholic Church’s saga with pedophile priests, the Vatican has approved a special judicial tribunal that could bring to justice the bishops who have helped protect offending priests.
But is it enough to protect kids? Survivors groups hope that this time the Vatican has come up with an approach that will work.
“It could be, but only time will tell,” David Clohessy, the national director of the Survivors Network of Those Abused By Priests (SNAP), told The Daily Beast. “But this isn’t like horseshoes. Every ‘miss’—however close it seems to be to the peg—means more kids will be raped.”
The new tribunal was the brainchild of American cardinal Sean O’Malley, who has become a central figure in the popular papacy of Pope Francis, which may make him a major contender when it comes time for the next conclave. As head of the Pontifical Commission for the Protection of Minors, and one of the pope’s trusted confidantes who sit on the elite Commission of Cardinals, O’Malley presented the plan at a meeting of the pope’s key men in Rome this week. They adopted it unanimously. ...
The real question, though, is whether the new process will actually translate into effective punishment for proven offenders, and whether the secular courts will still be kept at bay when it comes to punishing child abusers and sex offenders. The organization Bishop Accountability, which keeps a database of extensive public records of accusations against abusers, warned that the very office that enforces accountability must itself be accountable. ...
Survivors groups are hopeful, but they say they would prefer that all sex abuse cases are all handled in the secular courts, not dealt with in a Vatican-operated tribunal.

Never before has the language describing the mishandling of these cases by bishops been so strong.
It has been slow in coming and the steps taken are incremental, but there is little doubt that the Catholic church has entered a new phase in the decadeslong crisis and scandal of clergy sexually abusing children. For the first time, there is clear evidence that the people's cry for justice and action has reached the pope and his closest advisers. For the first time, there is clear evidence that bishops who perpetuated and extended this scandal by covering up, dismissing or ignoring abuse are going to be held accountable.
The clearest evidence is the Vatican's announcement June 10 that Pope Francis, on the recommendation of his nine-member Council of Cardinals, has approved a plan for holding responsible bishops who mishandle cases concerning the sexual abuse of children (Page 3).
The outline of the policy, prepared by the Pontifical Commission for the Protection of Minors, calls the mishandling of these cases an "abuse of office." Members of the church have "the duty to report" these offenses and accused bishops must stand in judgment. Never before has the language describing the mishandling of these cases by bishops — and by extension their diocesan officers — been so strong.
A tribunal will be appointed to judge bishops for these abuses of episcopal office, and a new section with permanent personnel within the Congregation for the Doctrine of the Faith to handle these cases will be established. The person in charge will be a secretary of the congregation reporting directly to the prefect of the congregation. Most important, Francis has "authorized that sufficient resources will be provided for this purpose." (BULLSHIT)

VATICAN CITY, June 10 (Reuters) - Pope Francis approved on Wednesday an unprecedented Vatican department to judge bishops accused of covering up or not preventing sexual abuse of minors, in an attempt to meet a key demand by victims' groups.
A statement said the department would come under the auspices of the Congregation for the Doctrine of the Faith, the Vatican's doctrinal arm, "to judge bishops with regard to crimes of the abuse of office when connected to the abuse of minors".
Victims' groups have for years been urging the Vatican to establish clear procedures to make bishops more accountable for abuse in their dioceses, even if they were not directly responsible for it.
Vatican spokesman Father Federico Lombardi told reporters the bishops could also be judged if they had failed to take measures to prevent sexual abuse of minors.
The complaints against the bishops would be initially investigated by one of three Vatican departments, depending on under whose jurisdiction the bishops fall, before being judged by the doctrinal department.
"This development is potentially quite significant. For the first time there may be a clear road map for disciplining bishops who conceal or enable child sexual abuse," said Anne Barrett Doyle of BishopAccountability.org, an independent group that helps tackle the issue in the Catholic Church.
"But the path already promises to be bumpy. How can the Vatican discipline enablers when its own top ranks are occupied by them?," she told Reuters in an email.
She mentioned Australian Cardinal George Pell, who has been accused of covering up sexual abuse by a priest in the 1970s when Pell was a priest.
Pell, now head of the Vatican's economic secretariat, has denied the accusations, saying he has always taken a strong stand against child abuse. He denies moving priests accused of abuse between parishes or offering one victim inducements to drop a complaint.
"Disciplining such powerful colleagues will be politically harrowing. But for the pope to make good on 'bishop accountability' this new program must begin at the top. Diocesan bishops cannot be expected to comply with standards that Vatican officials have ignored with impunity," said Barrett Doyle.

This is the biggest non-story in the history of the
clergy child sex abuse scandal.
Read the
headline and then read the whole story.
The
headline proclaims that Pope Francis has created an abuse tribunal for cases of
bishop's negligence.
First, it should be noted a bishop does not
"negligently" cover up heinous crimes committed by priests against
innocent children. A bishop's actions in covering up crimes are "intentional" actions, not "negligent" actions.
The body of the article that explains the headline
is inaccurate.
The pope
has authorized the formation of a tribunal. No tribunal has been formed.
Much more
importantly, the tribunal to be formed has been given no substantive guidelines to be employed in
reviewing a case of any bishop or how the case would be brought before the
tribunal or what kind of punishment would be authorized by the tribunal.
The formation of the tribunal was a recommendation
of the Vatican commission on child protection, the group studying clergy sex
abuse.
The man the pope selected to head the commission, Cardinal Sean O'Malley, who is the pope's roommate in the papal apartment when
he is in Rome is himself a bishop who has for over ten years refused to divulge
the identity of a number of priests in Boston against whom credible abuse
complaints were brought, and thus one wonders whether this close friend of the
pope should be a bishop in line to receive punitive measures like removal from
office.

At best, most church abuse panels have been ineffective distractions. At worst, they’ve been manipulative public relations moves We suspect this new one won’t make a difference either.
Throughout this decades-long crisis, church panels, procedures, protocols and promises have been plentiful. They’ve also been irrelevant. As long as clerics are in charge of dealing with other clerics who commit and conceal child sex crimes, little will change.
Church officials should join us in reforming secular abuse laws so that clerics who hurt kids and hide predators will be criminally charged. If that happens, we'll be encouraged.

The Vatican announced it will establish a new tribunal to sanction bishops who fail to protect children from sexual abuse by members of the clergy.
Forgive me if I'm unimpressed.
Maybe that's a reporter's jadedness. I've spent too many years with the grim details, listening to testimony of victims, reading their depositions in civil cases and seeing how bishops did a stellar job of shielding not the child victims but the accused priests.
And it's from living in a diocese whose bishop was convicted of failing to report suspected child abuse and was allowed by the Vatican to quietly resign this spring - more than two years after his conviction.
Yes, this move by the Holy See is a positive one. It will exist solely to hear cases involving bishops who have covered up abuse. The bishops, the leaders of the church's dioceses, have largely escaped punishment in sex abuse scandals.
This is the Vatican playing catch-up. For many victims, altar boys and former parochial school children who are now grown men and women, it's too late.
Rome cannot sanction the bishops who deserve the most scrutiny. Many of them - the ones who so callously ruled their dioceses in the 1960s, '70s and '80s - are deceased. Likewise, many pedophile priests from those eras took the secret of their sins to the grave.

The Associated Press correctly reports that “the Vatican was never known to have meted
out punishment for a bishop who covered up for an abuser.” Note the word “never.” Ponder this carefully before
feeling hopeful about today’s Vatican move.
Again we
remind everyone: The pope
has virtually limitless power. By now, he could have sacked dozens of complicit
bishops. He has, however, sacked no one. Nor has he demoted, disciplined or
denounced even one complicit church official – from Cardinal to custodian. None
of his predecessors did either. No prelate on the planet has even found the
courage to say “Archbishop John Nienstedt shielded child molesting clerics.”
So in the
face of this widespread denial, timidity and inaction, let’s be prudent, stay vigilant and withhold
judgment until we see if and how this panel might act.
Imagine a huge oil company that had never
disciplined a single manager and won’t admit it’s drilling offshore. If it sets
up an internal panel to recommend possible manager discipline to its CEO, few
would get excited.
That’s what we have here. Catholic officials have
disciplined virtually no one for ignoring, concealing or enabling abuse,
anywhere on the planet. And Catholic officials won’t admit there are deliberate
cover ups, instead disingenuously claiming “mistakes,” “oversights,” and
“miscommunication.”
If you can’t properly name a crisis, you’re likely
unable to fix it.
Kids need a courageous church culture, not another
church committee.
Kids need brave behavior by church officials, not
more bureaucracy.
Kids need church
members and staff to bring evidence to prosecutors, not to Vatican officials.
Church officials still fight civil lawsuits, criminal prosecutions,
governmental investigations and independent institutions like the United
Nations. So at
one level, this looks again like an effort to stone-wall secular authorities,
saying “Back off. Go away. We’re dealing with this internally.”
Accountability
necessarily involves consequences for wrongdoers. Whether a new, untested, Vatican-ruled process will mean
consequences for wrongdoers remains to be seen.
This move
will give hope to some. But hope doesn’t safeguard kids.
Punishing men who endanger kids safeguards kids. That should have happened
decades ago. That should have happened days after Francis took action. That’s not happening now. And
that must happen – strongly and soon – if the church is to be safer.
“The
question of accountability for bishops who mishandle abuse cases has long been
seen as the most unresolved issue in the church's response to clergy sexual
abuse,” writes the National Catholic Reporter.
That
question remains unresolved.

Bravo ! Instead of amnesty for old crimes, the top leader of the Irish Catholic Church, Primate Eamon Martin, has said that Pope Francis’ newly announced tribunal, which will judge bishops accused of covering up child sexual abuse, should also investigate abuse allegations relating to events a long time ago. Irish bishops, it appears, are likely still reeling from Irish voters’ overwhelming rejection of the pope’s civil marriage position.
Meanwhile, US bishops seemed typically clueless about the pope’s new decision on bishop accountability. They appear understandably to be preoccupied with the serious criminal and civil law implications for all US bishops of the unprecedented and unexpected recent criminal and civil actions triggered by the Minneapolis Archdiocese’s ongoing rampant and horrible child endangerment record.
Martin rightly noted that child abuse related crimes are serious and are not diminished by the passage of time — certainly not for the survivors. The new tribunal could readily begin by reviewing the International Criminal Court’s online file on ex-pope Ratzinger, and Cardinals Sodano, Bertone and Levada, then move on to readily available records on Cardinals Law, Rigali, Mahony, Brady, O’Brien, Danneels, Dolan, Pell, Murphy-O’Conner, Mueller (Regensburg), et al. and Bishops Finn, Vangelhuwe, Mueller (Norway), Barros, et al. The pope needs to provide a big budget here, as he did to save the Vatican Bank!
The Vatican had told the UN committees, in effect, the pope did not have authority to hold bishops accountable. Now we see otherwise. All it took was a papal decision. Why has this taken decades, if not centuries, when so many innocent children and their loved ones have needlessly suffered?
Interestingly, the Boston Globe’s John Allen in a co-authored column reports support for investigating Cardinal Law now. He notes that Roderick MacLeish, a lawyer whose firm represented hundreds of victims in the Boston Archdiocese sex-abuse scandal, said, ” The first person who should be on the list is Cardinal Law. If this tribunal is going to be meaningful, it has to start in Boston, … ”. On the other hand, Allen adds that Mitchell Garabedian, another Boston lawyer who has represented clergy sex-abuse victims, called the creation of the tribunal “cosmetic in nature.’’ “The members of the tribunal will probably be made up of church officials who had known of the sexual abuse of children by priests for decades yet did not act to protect children,” Garabedian added according to Allen’s report. Nicky Davis, leader of (SNAP) Australia, said, “The most appalling aspect of this announcement [of the new tribunal] is that this move should have been made decades ago, could have saved much suffering and lives lost to suicide, and is treated as something worthy of congratulation.” She indicated that the tribunal ” … certainly should never replace independent criminal or civil investigations or accountability.” She added, “I worry that this panel will be used as smokescreen to delay other much-needed changes until the current crop of officeholders are old enough or dead enough to permanently evade responsibility for their actions.” (emphasis mine)
Ireland’s Archbishop Eamon Martin spoke following the Vatican’s announcement about the pope’s decision, apparently made under pressure from significant negative publicity about numerous allegations, including some about his No. 3, Cardinal George Pell, and Chile’s Bishop Juan Barros, raised prophetically by Peter Saunders and others.
The pope accepted a proposal for such a tribunal that was reportedly pressed by the papal abuse commission that Saunders sits on. The trade off for Saunders, et al., appears to be that the tribunal will be under Cardinal Mueller’s clerical and flawed CDF, rather than under the papal abuse commission, where it belongs with its independent lay members, like Saunders and Marie Collins. Lay oversight is coming, voluntarily or involuntarily — I am confident of that.

Pope Francis is conducting Vatican business as usual at the “old boys’ club”, it appears. Pope Francis has responded, in effect, to Peter Saunders’ attempt to get the illusory papal advisory “abuse commission” under Cardinal Sean O’Malley to hold Cardinal George Pell, Bishop Juan Barros and other bishops accountable for alleged child sexual abuse cover-up crimes. The pope has apparently passed the buck to his successor and evidently left the unaccountable bishops’ abuse scandal mess under its current failing Vatican set up.
In effect, the fundamentally flawed Congregation For the Doctrine of the Faith (CDF) under Cardinal Gerhard Mueller and his tainted US Jesuit aide, Fr. Robert Geisinger, will continue to run the “abuse cover up zero tolerance show” as before. Geisinger is the Vatican’s current top prosecutor of abusive priests and had been implicated, along with several other Catholic officials, in allowing a notorious abusive priest to remain in ministry for years after learning of his long history of sexual abuses, legal documents show according to the Boston Globe. Geisinger’s efforts at the Vatican to date are neither impressive nor reasons for Catholic parents or survivors to hope the Vatican will ever police and reform itself effectively or transparently.
The director of the Holy See Press Office, Fr. Federico Lombardi, S.J., has indicated, in effect, that that Council of Cardinals (C9), with the pope participating, all unanimously (including the pope) approved five specific proposals {my italics}, namely:
It is proposed that:
“1. because the competence to receive and investigate complaints of the episcopal abuse of office belongs to the Congregations for Bishops, Evangelisation of Peoples, or Oriental Churches, there is the duty to report all complaints to the appropriate Congregation;
2. the Holy Father mandate the Congregation for the Doctrine of the Faith to judge bishops with regard to crimes of the abuse of office when connected to the abuse of minors;
3. the Holy Father authorise the establishment of a new Judicial Section in the Congregation for the Doctrine of the Faith and appointment of stable personnel to undertake service in the Tribunal. The implementation of this decision would follow consultation with the prefect for the Congregation for the Doctrine of the Faith;
4. the Holy Father appoint a secretary to assist the prefect with the Tribunal. The secretary will be responsible for the new Judicial Section and the personnel of the section will also be available to the prefect for penal processes regarding the abuse of minors and vulnerable adults by clergy. This appointment will also follow the consultation with the prefect of the Congregation;
5. the Holy Father establish a five-year period for further development of these proposals and for completing a formal evaluation of their effectiveness; …” (emphasis mine).
So there you have it! After stalling on the abuse scandal for over two years, the pope has decided to stay with the same flawed team and passed the ultimate buck to whomever is pope in five years — likely Cardinal Pietro Parolin, Cardinal Angelo Sodano’s protege. This is about what I had expected and have tried to warn Catholics against since the pope was elected in March 2013.
Will all or any of the abuse commission members now resign? They have apparently been relegated to a mere academic study group status, no?
This development will likely have immediate negative implications for the Vatican, especially in the USA. For over three decades, the Vatican and US bishops have been close political allies of the US Republican party and its “low tax/lower regulation/least safety net” billionaire donors. For over two of those decades, the Vatican and its US bishops have had fundamental disagreements with the US Democratic party’s most prominent woman and current leading presidential candidate, Hillary Clinton, as noted here.

Ms Collins, who is the only Irish member of the Vatican Commission for the Protection of Minors, told RTÉ’s Morning Ireland programme that the main recommendations of the commission would focus on accountability for incidences of sexual abuse.

“If he (a bishop) doesn’t have the right attitude to abuse, or if he doesn’t deal with a case properly and it means a child is not kept safe, then he will have to answer to his own higher authority as well as to civil authority,” said Ms Collins.
“This is to make sure that as far as the church laws go, a bishop can longer... just behave as he wishes.”
The new tribunal within the Congregation for the Doctrine of the Faith will be able to hold bishops to account for mishandling or covering up allegations of clerical child sex abuse. To date no Catholic bishop has been removed from office by the Vatican for his role in covering up clerical child sex abuse.
Archbishop of Armagh Eamon Martin said he would support any initiative that made clear the church was not a safe haven for people who abuse children, adding that justice would be treated retrospectively.

central bone of contention among survivors of abuse and their advocacy groups
over the years has been that the Catholic Church has adopted very stern
policies for abuse. They
have officially embraced zero tolerance. Today, if a priest is accused of
abusing a minor, he’s going to be yanked out of ministry and probably
ultimately kicked out of the priesthood relatively quickly.
Their
complaint has been that there hasn’t been a similar system of accountability
for bishops who covered up these crimes. And that’s, obviously, the hole that
Pope Francis is trying to fill.

In setting up a Vatican tribunal to discipline negligent Roman Catholic bishops, Pope Francis has taken the most concrete step of any pope in holding accountable church leaders who failed to prevent the sexual abuse of minors by priests. Although Francis and his most recent predecessors, Pope Benedict XVI and Pope John Paul II, made efforts to punish abusive priests, the tribunal is the Vatican’s first mechanism to punish their superiors.
Here is a look at responses to scandals by the last three popes.
John Paul II
Many of the known cases of sexual abuse by priests took place during the 27-year reign of John Paul II. Despite being widely loved, John Paul II was criticized for ignoring or failing to become aware of the problem. In particular, his long friendship with the Rev. Marcial Maciel Degollado, founder of a powerful Catholic religious order, raised questions about whether John Paul was willing to overlook abuse. Father Maciel molested seminarians and young boys for decades. Vatican investigations also revealed that he fathered several children with at least two women.
John Paul II apologized for the sexual abuse of children by priests for the first time in 2001 in an email sent to churches around the world. A year later, the Vatican said it would use ecclesiastical courts to try priests suspected of abuse. But the trials were secret, and critics said they would only reinforce the belief that the church was trying to hide its dark past. On Friday, June 5, 2015, the Ramsey County Attorney's Office (RCAO) filed criminal charges against the Archdiocese of Saint Paul and Minneapolis with multiple counts of failing to protect children. The RCAO and its secular prosecutor prove that in the 21st century, the Vatican aka Holy See, the Roman Catholic Church and its dioceses, its popes, cardinals, bishops and priests are no longer above the law – secular law, that is, – or temporal law (as they say it in the BS Latin language of the Vatican). In the Medieval or Middle Ages the spiritual power was considered as “higher” than the temporal power. In 1301, Pope Boniface VIII wrote Unam Sanctam, his ex-cathedra declaration that "There is no power but of God, and the powers that be are ordained of God"…and those allowed to judge are only the “ordained priests, kings and princes”. OMG it took 700 years to defy and revolutionize that Papal Bull because it’s only now in the 21st century that priests and their higher cardinals and bishops are no longer doing the judging (with their colorful liturgical vests or black priestly uniform) and their spiritual powers count for naught in the civil or secular court of law of nations. But imagine the countless injustices they have carried out for centuries because of that Papal Bull(shit), the countless people who suffered be it burning at the stake for women and heretics, and those countless victims who were wrongfully punished because of the spiritual powers of “ordained” men of God.

The UN Committee against Torture “found that the widespread sexual violence within the Catholic Church amounted to torture and cruel, inhuman and degrading treatment.” After Vatican officials were called to Geneva in May 2014 to respond to tough questions like why the pope believes his responsibility for protecting children against torture only applies within the Vatican City State, the committee issued its report.
The members “ordered the Vatican to hand over files containing details of clerical sexual abuse allegations to police forces around the world, … to use its authority over the Roman Catholic Church worldwide to ensure all allegations of clerical abuse are passed on to the secular authorities and to impose ‘meaningful sanctions’ on any Church officials who fail to do so.” With the exception of one staged PR event, the pope has refused to take any of these measures.
The Vatican had issued an “Initial Report” preparatory to the hearing. “Nowhere in the Holy See’s [the name of the Church’s global government] Initial Report under the Convention does it make any mention of the widespread and systemic rape and sexual violence committed by Catholic clergy against hundreds of thousands of children and vulnerable adults around the world. There is no mention of acts that have resulted in an astonishing and incalculable amount of harm around the world – profound and lasting physical and mental suffering – with little to no accountability and access to redress … [T]he Vatican has consistently minimized the harm caused by the actions of the clergy, through both the direct acts of sexual violence and Church officials’ actions which follow, such as cover-ups and victim-blaming. … The Holy See’s Initial Report to this Committee is itself evidence of the minimization of these offenses and the resulting harm.”
The Committee against Torture report came “after senior officials sought to distance the Vatican legally from the wider Church … saying priests were not legally tied to the Vatican but fell under national jurisdictions. But the committee insisted that officials of the Holy See – including the pope’s representatives around the world and their aides – have a responsibility to monitor the behavior of all under their ‘effective control.’”
The committee also urged a “prompt and impartial” investigation in the case of Archbishop Jozef Wesolowski, the pope’s nuncio (ambassador) to the Dominican Republic.
Wesolowski solicited sex for money from Santo Domingo’s poorest boys. “We learned from the children that Wesolowski took pictures of them while they were masturbating. Oral sex was performed,” Nuria Piera, an investigative journalist in the Dominican Republic, said. “He abused that poverty and used that mechanism to approach children and take advantage of them for years,” according to Yeni Berenice Reynoso, National District prosecutor.

For over three decades, the Vatican and US bishops have been close political allies of the US Republican party and its “low tax/lower regulation/least safety net” billionaire donors. For over two of those decades, the Vatican and its US bishops have had fundamental disagreements with the US Democratic party’s most prominent woman and current leading presidential candidate, Hillary Clinton, as noted here.
Ironically, Hillary Clinton now appears to be benefitting considerably from the multiple “messes” that the US bishops and both Pope Francis’ elite Council of Cardinals (C9) and billionaire donors have, in effect, evidently exacerbated by their many errors and omissions. These messes relate to (A) continuing priest child sexual abuse under unaccountable and stonewalling bishops’ noses, (B) opposition to same sex civil marriages, and (C) opposition to free contraception under Obamacare that contributes both to family poverty and to global warming through unwanted overpopulation.
The pope needs to re-assess in light, among other things, of the recent criminal cases relating to former US House Speaker, Dennis Hastert, and Minneapolis bishops. The recent image of Hastert, once two steps away from the US presidency, pleading Not Guilty in a Chicago Federal court should cause many in the Catholic hierarchy to reflect and reform, no? No one is now above the law, not even the pope!
It is likely only a matter of time before the media and prospective voters ask whether the allegations in Chicago about Hastert’s “secret side” and in Minneapolis about alleged cover-ups of priest child abuse by Fr. Kevin McDonough, brother of President Obama’s Chief of Staff, were factors in the Federal government’s currently inexplicable failure for years to investigate the epidemic of institutional child sexual abuse in the US, especially in the Catholic Church, as Australia, Ireland, Canada, the UK and many other nations are now doing?
Protecting child abusers turns off most modern voters. Opposing civil same sex marriage also turns off a growing majority of these voters, as recent US polls and the Irish Catholic vote make very clear. Opposing contraception and Obamacare is also a “vote loser”, especially with the millions of US voters who would lose their new health insurance if Obamacare is invalidated by the US Supreme Court.
It is no surprise that many US Republican political leaders privately hope the US Supreme Court will soon declare same sex marriage to be a constitutionally protected right. These Republicans fear the same sex marriage trap. Many Republicans, and likely several of the politically astute conservative US Supreme Court justices who want their successors to be appointed soon by a conservative Republican US president, now realize that Republicans likely can only win the 2016 US elections (and thereby control the selection of future US Supreme Court justices) by losing on the Obamacare and same sex marriage cases soon to be decided at the US Supreme Court. President Obama seems to understand all of this as well, which may be why he is reaching out to Catholics on health care.

Pope Francis has approved a system of reporting and judging bishops who fail to protect minors, a critical development in the Vatican’s actions on sexual abuse.
Announced June 10, the move authorizes three Vatican offices to receive and investigate complaints against bishops, and establishes a special tribunal under the Congregation for the Doctrine of the Faith to determine whether a bishop is guilty of “abuse of office.”
The pope still has the ultimate say in requesting a bishop’s resignation, but as a Vatican spokesman said, the tribunal’s findings would normally be accepted and acted upon by the pope.
For years, bishops’ accountability has been the missing element in the Vatican’s approach to sexual abuse by priests. Despite the many cases of mismanagement and negligence on the part of bishops who turned a blind eye or moved abusive priests from parish to parish, very few bishops have been removed from office.
That’s because, until now, there was no systematic process for discipline and dismissal when such failures occurred.
There are several remarkable aspects of Pope Francis’ decision:
-- It demonstrated that bishops are no longer considered “untouchable,” and will face serious consequences for their actions or inaction.
-- It made clear that bishops answer not only to the pope, but also to their people. That reflects a new willingness at the Vatican to implement the church law provision that says bishops can lose their office for “culpable negligence” that harms the faithful.
-- By inviting complaints against bishops – saying, in fact, that Catholics have a “duty” to report such failings – the Vatican has opened a new and important channel of communication for Catholic laity.

Pope Francis’ new judicial tribunal will now tackle the enablers of child abuse by priests: the bishops.
For the first time in the long and sordid history of the Catholic Church’s saga with pedophile priests, the Vatican has approved a special judicial tribunal that could bring to justice the bishops who have helped protect offending priests.
But is it enough to protect kids? Survivors groups hope that this time the Vatican has come up with an approach that will work.
“It could be, but only time will tell,” David Clohessy, the national director of the Survivors Network of Those Abused By Priests (SNAP), told The Daily Beast. “But this isn’t like horseshoes. Every ‘miss’—however close it seems to be to the peg—means more kids will be raped.”
The new tribunal was the brainchild of American cardinal Sean O’Malley, who has become a central figure in the popular papacy of Pope Francis, which may make him a major contender when it comes time for the next conclave. As head of the Pontifical Commission for the Protection of Minors, and one of the pope’s trusted confidantes who sit on the elite Commission of Cardinals, O’Malley presented the plan at a meeting of the pope’s key men in Rome this week. They adopted it unanimously. ...
The real question, though, is whether the new process will actually translate into effective punishment for proven offenders, and whether the secular courts will still be kept at bay when it comes to punishing child abusers and sex offenders. The organization Bishop Accountability, which keeps a database of extensive public records of accusations against abusers, warned that the very office that enforces accountability must itself be accountable. ...
Survivors groups are hopeful, but they say they would prefer that all sex abuse cases are all handled in the secular courts, not dealt with in a Vatican-operated tribunal.
“I don’t think we welcome any new internal cleric-dominated process, especially when it’s in the CDF, which, for decades, has refused to defrock or delayed defrocking some of the worst predator priests,” Clohessy says. “On paper, a mechanism like this looks good. But church abuse mechanisms always look good on paper. If this one is used to prevent cover-ups and punish ‘enablers,’ we’ll be surprised and pleased. If, however, it’s used to mollify distraught parishioners and generate good headlines, we won’t be surprised. That’s been the history of nearly all of the hundreds of church abuse panels over the past three decades.”

Never before has the language describing the mishandling of these cases by bishops been so strong.
It has been slow in coming and the steps taken are incremental, but there is little doubt that the Catholic church has entered a new phase in the decadeslong crisis and scandal of clergy sexually abusing children. For the first time, there is clear evidence that the people's cry for justice and action has reached the pope and his closest advisers. For the first time, there is clear evidence that bishops who perpetuated and extended this scandal by covering up, dismissing or ignoring abuse are going to be held accountable.
The clearest evidence is the Vatican's announcement June 10 that Pope Francis, on the recommendation of his nine-member Council of Cardinals, has approved a plan for holding responsible bishops who mishandle cases concerning the sexual abuse of children (Page 3).
The outline of the policy, prepared by the Pontifical Commission for the Protection of Minors, calls the mishandling of these cases an "abuse of office." Members of the church have "the duty to report" these offenses and accused bishops must stand in judgment. Never before has the language describing the mishandling of these cases by bishops — and by extension their diocesan officers — been so strong.
A tribunal will be appointed to judge bishops for these abuses of episcopal office, and a new section with permanent personnel within the Congregation for the Doctrine of the Faith to handle these cases will be established. The person in charge will be a secretary of the congregation reporting directly to the prefect of the congregation. Most important, Francis has "authorized that sufficient resources will be provided for this purpose." (BULLSHIT)

VATICAN CITY, June 10 (Reuters) - Pope Francis approved on Wednesday an unprecedented Vatican department to judge bishops accused of covering up or not preventing sexual abuse of minors, in an attempt to meet a key demand by victims' groups.
A statement said the department would come under the auspices of the Congregation for the Doctrine of the Faith, the Vatican's doctrinal arm, "to judge bishops with regard to crimes of the abuse of office when connected to the abuse of minors".
Victims' groups have for years been urging the Vatican to establish clear procedures to make bishops more accountable for abuse in their dioceses, even if they were not directly responsible for it.
Vatican spokesman Father Federico Lombardi told reporters the bishops could also be judged if they had failed to take measures to prevent sexual abuse of minors.
The complaints against the bishops would be initially investigated by one of three Vatican departments, depending on under whose jurisdiction the bishops fall, before being judged by the doctrinal department.
"This development is potentially quite significant. For the first time there may be a clear road map for disciplining bishops who conceal or enable child sexual abuse," said Anne Barrett Doyle of BishopAccountability.org, an independent group that helps tackle the issue in the Catholic Church.
"But the path already promises to be bumpy. How can the Vatican discipline enablers when its own top ranks are occupied by them?," she told Reuters in an email.
She mentioned Australian Cardinal George Pell, who has been accused of covering up sexual abuse by a priest in the 1970s when Pell was a priest.
Pell, now head of the Vatican's economic secretariat, has denied the accusations, saying he has always taken a strong stand against child abuse. He denies moving priests accused of abuse between parishes or offering one victim inducements to drop a complaint.
"Disciplining such powerful colleagues will be politically harrowing. But for the pope to make good on 'bishop accountability' this new program must begin at the top. Diocesan bishops cannot be expected to comply with standards that Vatican officials have ignored with impunity," said Barrett Doyle.

Prominent academic and author Dr Michel Chossudovsky warned that the so-called war on terrorism is a front to propagate America’s global hegemony and create a New World Order.

Commenting on the inevitable contradictions that come from having religious groups running schools, Mr Farron said: "if we're accepting that faith schools exist, we're accepting their ability to teach in accordance with that ethos up to a point."
When pressed on the question of compulsory sex and relationship in all state-funded schools – including church schools, Mr Farron said: "I support age-appropriate inclusive sex education, that is informed – but if we're going to have faith schools, they should be able to practise their ethos."
Nonetheless, in principle, Mr Farron opposes faith-based schools. Emphasising his support for age-appropriate sex education, even in faith schools, he said "these are state-funded schools."
When asked what he would say to the Archbishop of Canterbury, Justin Welby, Mr Farron replied: "The fundamental thing… and I certainly said [this] to the last Archbishop of Canterbury – is the Church of England should be disestablished."
Mr Farron, a Christian, added, "I think the Church of England is compromised by being part of the furniture of the state.
"I think it damages Christianity to have an established church, and it certainly it's also illiberal to have a state church anyway."
He went on to say, "although I'm a Christian myself, I do not believe I have any right to impose my faith on anybody else."
National Secular Society campaigns manager Stephen Evans commented: "These are welcome comments. It very encouraging to see politicians articulating secular views that most of the public are already extremely sympathetic towards.
"It is also worth repeating that it is entirely reasonable to be a secularist and a Christian- as Mr Farron demonstrates. Secularism is simply about fairness: secularism protects religious freedom and freedom from religion."

US Wars in Afghanistan, Iraq to Cost $6 trillion

The decade-long American wars in Afghanistan and Iraq would end up costing as much as $6 trillion, the equivalent of $75,000 for every American household, calculates the prestigious Harvard University’s Kennedy School of Government.
Remember, when President George Bush’s National Economic Council Director, Lawrence Lindsey, had told the country’s largest newspaper “The Wall Street Journal” that the war would cost between $100 billion and $200 billion, he had found himself under intense fire from his colleagues in the administration who claimed that this was a gross overestimation.
Consequently, Lawrence Lindsey was forced to resign. It is also imperative to recall that the Bush administration had claimed at the very outset that the Iraq war would finance itself out of Iraqi oil revenues, but Washington DC had instead ended up borrowing some $2 trillion to finance the two wars, the bulk of it from foreign lenders.
According to the Harvard University’s Kennedy School of Government 2013 report, this accounted for roughly 20 per cent of the total amount added to the US national debt between 2001 and 2012.
According to the report, the US “has already paid $260 billion in interest on the war debt,” and future interest payments would amount to trillions of dollars. This Harvard University report has also been carried on its website by the Centre for Research on Globalisation, which is a widely-quoted Montreal-based independent research and media organisation.
In its report under review, the 377-year old Harvard University has viewed that these afore-mentioned wars had not only left the United States heavily indebted, but would also have a profound impact on the federal government’s fiscal and budgetary crises over a protracted period.
The report has attributed the largest share of the trillions of dollars in continuing costs to care and compensation for hundreds of thousands of troops left physically and psychologically damaged by the two wars being discussed here.
The report states: “The Iraq and Afghanistan conflicts, taken together, will be the most expensive wars in US history—totaling somewhere between $4 trillion and $6 trillion. This includes long-term medical care and disability compensation for service members, veterans and families, military replenishment and social and economic costs. The largest portion of that bill is yet to be paid.”
It asserts: “Another major share of the long-term costs of the wars comes from paying off trillions of dollars in debt incurred as the US government failed to include their cost in annual budgets and simultaneously implemented sweeping tax cuts for the rich. In addition, huge expenditures are being made to replace military equipment used in the two wars. The report also cites improvements in military pay and benefits made in 2004 to counter declining recruitment rates as casualties rose in the Iraq war.”
The authors of this report have warned that the legacy of decisions taken during the Iraq and Afghanistan wars would dominate future federal budgets for decades to come.
According to the Harvard University report, some 1.56 million US troops—56 per cent of all Afghanistan and Iraq veterans—were receiving medical treatment at Veterans Administration facilities and would be granted benefits for the rest of their lives.
It reveals:
“One out of every two veterans from Iraq and Afghanistan has already applied for permanent disability benefits. The official figure of 50,000 American troops “wounded in action” vastly underestimates the real human costs of the two US wars. One-third of returning veterans are being diagnosed with mental health issues—suffering from anxiety, depression, and/or post-traumatic stress disorder (PTSD).”
The report notes that in addition, over a quarter of a million troops have suffered traumatic brain injuries (TBI), which, in many cases, were combined with PTSD, posing greater problems in treatment and recovery.
“Constituting a particularly grim facet of this mental health crisis is the doubling of the suicide rate for US Army personnel, with many who attempted suicide suffering serious injuries,” opine the report authors.
It maintains:
“Overall, the Veterans Administration’s budget has more than doubled over the past decade, from $61.4 billion in 2001 to $140.3 billion in 2013. As a share of the total US budget it has grown from 2.5 percent to 3.5 percent over the same period. Soaring medical costs for veterans is attributable to several factors. Among them is that, thanks to advancements in medical technology and rapid treatment, soldiers in Iraq and Afghanistan have survived wounds that would have cost their lives in earlier conflicts.”
The Harvard University’s Kennedy School of Government report has estimated: “While the US government has already spent $134 billion on medical care and disability benefits for Iraq and Afghanistan veterans, this figure will climb by an additional $836 billion over the coming decades.”
It notes that the largest expenditures on health care for World War II veterans took place in the 1980s, roughly four decades after the war, and that spending on medical care and disability payments for Vietnam War veterans was still on the rise.
Here follows the description:
“The most common medical problems suffered by troops returning from the two wars include: diseases of the musculoskeletal system (principally joint and back disorders); mental health disorders; central nervous system and endocrine system disorders; as well as respiratory, digestive, skin and hearing disorders. Overall, some 29 per cent of these troops have been diagnosed with PTSD.”
The report goes on to argue:
“Among the most severely wounded are 6,476 soldiers and Marines who have suffered “severe penetrating brain injury,” and another 1,715 who have had one or more limbs amputated. Over 30,000 veterans are listed as suffering 100 percent service-related disabilities, while another 145,000 are listed as 70 to 90 percent disabled.”
It reads:
“The worst of these casualties have taken place under the Obama administration as a result of the so-called surge that the Democratic president ordered in Afghanistan.”
It mentions that the Walter Reed Medical Centre, US Army’s flagship hospital at Washington DC, was treating hundreds of recent amputees and severe casualties, adding that this facility had received 100 amputees for treatment during 2010; 170 amputees in 2011; and 107 amputees in 2012.
The report has also stated that the US Marines have suffered an especially high toll.
The report points out:
“Massive direct spending on the two imperialist interventions continues. With over 60,000 US troops remain in Afghanistan, it is estimated that the cost of deploying one American soldier for one year in this war amounts to $1 million. These troops continue suffering casualties—including in so-called “green on blue” attacks by Afghan security forces on their ostensible allies. As they are brought home, they will further drive up the costs of medical care and disability compensation. The US is maintaining a vast diplomatic presence in Iraq, including at least 10,000 private contractors providing support in security, IT, logistics, engineering and other occupations; as well as logistics support and payments for leased facilities in Kuwait.”
In its conclusion, the report not only seeks to dispel illusions that ending full-scale wars in Iraq and Afghanistan would produce any kind of “peace dividend” that could help ameliorate conditions of poverty, unemployment and declining living standards for working people in the US itself, but makes it clear that the legacy of decisions made during the Iraq and Afghanistan conflicts would impose significant long-term costs on the federal government for many years to come.

Pope Francis appears to give much higher priority to protecting the interests of his Big Oil associated donors in the Middle East than to protecting Catholic children from priest sexual abusers enabled by his unaccountable bishops. The pope’s top financial adviser, for example, is a former Chairman of BP, which has significant Middle East oil interests. This, and similar Vatican donor connections, seem to influence the pope’s current approach of dangerously calling for another Middle East military invasion and imprudently provoking Muslim Turkey over 100 year old World War I atrocities involving Catholic Armenians. These connections may even affect the pope’s expected encyclical on global warming.
The pope recently provoked Turkey needlessly over a century old controversy, only a few months after the pope visited Turkey to promote religious harmony. Turkey’s leaders have warned the pope, among other things, suggesting the Vatican has its own skeletons to keep hidden. With the pope’s still Secret Archives of Vatican dealings with Nazis and Fascists, including over assets stolen from Jews murdered in the Holocaust, as well as the Vatican’s current sex abuse and financial scandals, Turkey has a point. Why did the pope provoke Turkey, and why now?
Meanwhile, the pope and his Council of Cardinals (C9) continued at their latest meeting to pay lip service to holding bishops accountable for child abuse facilitation. This is 30 years after Fr. Tom Doyle’s searing “dead on arrival” secret report on pervasive priest child abuse to Pope John Paul II and US bishops. The C9, in effect, once again did nothing of substance, upon reviewing briefly the “do nothing results” so far of the pope’s “go slow” abuse commission. Public objections by two prominent psychiatrist child abuse experts and two abuse survivors, all commission members, forced the C9 to at least go through the motions of a discussion two years into Francis papacy. The four members had traveled from their home countries to the pope’s residence, but the pope avoided meeting with them. So much for “mixing with the sheep”!

Pope Francis, who has worked hard to carve out a reputation as a reformer, is facing one of his most daunting challenges when it comes to the Catholic Church's finances, particularly the Vatican Bank. Since World War II — when the bank was created as the equivalent of the Federal Reserve combined with a commercial bank — it has operated with few checks and balances. Over the decades, it has become embroiled in seemingly endless scandals that include questions about wartime profiteering with Nazis, gigantic business schemes and political slush funds.
The Vatican did not even have a law against money laundering until 2011. Some previous popes — including Paul VI in the 1960s and John Paul II in the 1980s — had promised upon their election to tame the church's unruly finances. But they were inevitably defeated by entrenched powers inside Vatican City who pretended to embrace reforms while working surreptitiously to maintain the bank's outlier status. The issue facing the church is whether Francis, riding a remarkable wave of international popularity and goodwill, can accomplish what frustrated his predecessors.
Since becoming pope in 2013, Francis has energetically tried to remake the bank into a transparent and accountable institution through decrees, key appointments and an overall reorganization. By tapping outsiders for important management and enforcement roles at the Vatican Bank, he has started to loosen the grip of old-guard clerics, mostly Italian, who have long wielded the city-state's money power. And Francis' appointment of a respected cardinal, George Pell of Australia, to oversee a new uber financial department, has received a mostly positive reception from Vatican watchers.But has Francis done enough? Will the Vatican Bank move forward as a compliant member of the international financial community, or will it remain the equivalent of an offshore bank in the heart of Rome? Note that in the synoptic Gospels (Mark, Matthew and Luke), the incident comes at the end of Jesus' ministry and is usually considered the action by Jesus that led to his arrest and ultimate execution. In the Gospel of John, the incident comes at the beginning of Jesus' ministry.Traditionally, the story is interpreted as Jesus overturning the tables of the money changers and bird sellers as way to show his condemnation of using the Temple for the purpose of conducting business. The idea is that God's Temple is holy and should only be used for prayer and worship -- kind of like a church. On the surface, this interpretation makes complete sense. However, it is entirely possible that this take may be missing some facts that would change it rather dramatically.
In his book, "The Trial of Jesus," Alan Watson notes:"The sellers were there for the benefit of pilgrims who had come to sacrifice as Passover. Animals for sacrifice had to meet stringent requirements and would not be easily found by those coming for the festival if it were not for the sellers in the Temple precincts. No prohibition against buying sacrificial animals in the Temple existed, and Mishnah Shekalim 7.2 show incidentally that the presence there of the sellers was both lawful and known. The sale of doves for sacrifice in the Temple at any time was even controlled by Temple authorities."Jesus was an observant Jew. He would not have objected to the Temple system of making sacrifices to God.Jewish pilgrims traveled to Jerusalem to celebrate Israel's liberation from Egypt and to offer animal sacrifices. I think the reason traditional Christianity has taken the "anti-business in a holy place" interpretation is that it has not seen the incident from the Jewish perspective. Jesus' attack on the money changers and bird sellers was much more than an attack on simple tradesman. It was less about defiling the Temple with needed and commonly accepted money transactions and more about attacking the power structure of Jewish society at the time. The "den" of thieves refers to the safe haven of the thieves -- the Roman collaborators who ran the Temple.
Jesus' teachings were mostly and consistently about social justice. They strongly opposed the domination system of the time and thereby probably any system that creates an elite andpowerful class that keeps the masses poor and powerless -- for whatever reason. Jesus was a social revolutionary, a radical. He wanted to change the status quo, and that of course ended up getting him into a heck of a lot of trouble -- not because he was, you know, "God," but because he was a mischief-maker who happened to have a small local following.I often wonder what Jesus would think of the United States, capitalism and the International Monetary Fund. I wonder what he would think of the world's free market system, where essentially the strong, influential and clever do very well and the vast majority of our brothers and sisters are either dying of hunger or are barely able to earn a living. I sometimes wonder if he would come down hard on neoliberal trade policies that hurt the poor in developing countries like Honduras so much.
If we simply interpret the cleansing of the Temple story in the traditional manner, all you have is a critique against "defiling" a holy place of worship -- a physical structure made of stone. When the Martin Luther King Jr. monument was dedicated recently in Washington DC, I was reminded that the civil rights movement in America was led not by a politician fulfilling campaign promises, nor by a popular evangelist bent on saving souls, but by a highly trained theologian who put his religious teachings into practice with a demand for justice for those who had suffered at the hands of the rich and the powerful.
The Rev. King was a Baptist preacher who took his religion into the arena of racism, economics and social disparity. However, hatred caught up with him, and he was killed.Martin Luther King Jr. monument in Washington DCNow, nearly a half century later, there is another broad-based protest that is gaining momentum. The Occupy Wall Street protests echo some of King’s complaints about economic inequality and social injustice – and the message can no longer be ignored.
The significance of this latest public protest movement, erupting all over the country, may eventually rival the impact of the civil rights movement of the 1960s, yet when comparing the two movements, there is one glaring difference: priests, pastors and clergy of every stripe are rarely in the forefront of Occupy protests.
Instead, secular young people are doing the very work that Jesus from Nazareth would urge us to do. Just as Jesus condemned the injustices of his own day – and overturned the money-changing tables at the Temple – the Occupy protesters are challenging how Wall Street bankers and today’s rich and powerful are harming the masses of people.
This week, religious people have felt proud of giving turkeys to the poor, but they should be joining the protests against the haughty rich. I maintain that Jesus would be a part of the actions in Portland, Denver, New York and many other cities. For Christians, the crucial issue should be “what would Jesus do”?
Today, Christian theologians and Bible scholars agree that the Jesus trip to Jerusalem at the end of his life is essential to understand what Jesus was about. Yet, Christian tradition has brainwashed followers of Jesus about the realities of his trip south to Jerusalem. We have all been exposed to the worship services in which children march waving palm branches and singing “Hosanna.”
Traditionally we have called the event “the triumphal entry.” However, put into the political and social context of Jerusalem in the early first century BCE, Jesus riding into Jerusalem on a donkey was probably more like a protest march that mocked every leader in the city.
Political and religious “leaders” of the day probably would have ridden into town on a prancing horse, certainly not a humble donkey. So, Jesus’s choice of transportation was more street theatre than triumphal entry. It triggered a week of confrontations and arguments with the leaders of state and Temple.
The key event of the week was the incident in the Temple. Once again church tradition has given us a special name for the incident, “the cleansing of the Temple.” But It was more likely another piece of street theatre that became a bit physical.
To better understand the Temple incident, we need to understand its context. The Temple had become a lot more than a religious temple. It had become a tax collection agency and a bank. The Temple held large sums of money accumulated by collecting tithes from the faithful.
In reality, the tithe was a tax, not a freely given gift to God. In addition, fees were charged for participation in the Temple’s religious exercises. So, the Temple collected lots of money.
With that fat treasury, the Temple had entered the banking business and regularly made loans, primarily to poor people. Poor people were the victims not only of a flat tax, but also high-interest loans. So, the gap between the haves and the have-nots was growing rapidly. The poor were getting poorer, and the rich were getting richer.
Yet, equity was a key concept in the Israelite tradition. Torah (the law) had very specific rules demanding systematic redistribution of wealth. But those who controlled the Temple operation completely ignored their own religious teachings. The banking operation that had developed was very good to those who controlled the system.
Christians believe that Jesus Christ died for the sins of the whole world. However, from the perspective of history, Jesus died because he challenged a banking system that passed itself off as being righteous.
Today, bank buildings are the temples of America and the financial industry is a key pillar of an increasingly inequitable economic system. Although banks and their controlling officers claim to be upholders of orderly American life, a growing number of people know better.
Recent surveys have asked people “who in the banking business do you trust?” Credit unions came out on top, followed by locally controlled banks. Then, came regional banks. Large national banks came in dead last.Christians should thank the current Occupy Wall Street protesters for their message and their activism. They are doing our justice work for us. The current crop of national bank leaders are being shown to be just as corrupt as the Temple bankers were in Jesus’s day.
If Jesus were present among us today, he would be moving from Portland, to Los Angeles, to Kansas City, to Dallas, up to Chicago and on to Wall Street in New York City. He would join the protest in every city. He would be demanding an overhaul of our financial and banking system. He would be standing with the poor and their allies — and against the rich and their protectors.
When Jesus pursued the corruption of his own day, the representatives of the religious and political status quo killed him. And Jesus said to his followers “take up your cross and follow me.”

We demand that the right to free, prior and informed consent of communities be upheld before any land investments are made.We demand to respect the customary rights of the people who do not have legal ownership of the land and water bodies. In the Philippines, U.S. Marine PFC Joseph Scott Pemberton violently killed Jennifer Laude, a 26-year-old transgender Filipina. Instead of facing criminal charges under Philippine law, Pemberton is still in U.S. custody and benefits from its protection. Laude’s murder follows the tired pattern of Filipina victims of violence at the hands of U.S. troops illegally stationed in the Philippines. Under the Philippines-U.S. Visiting Forces Agreement (VFA) and the 2014 Enhanced Defense Cooperation Agreement (EDCA), the Philippines has ultimately given up its rights to its colonial American master and relegated Filipinos, and especially Filipina women, to second-class citizens. The inaction and failure of the Philippine government to protect its own citizens exposes its true agenda: to serve the economic and military interests of the U.S.
A case in point of this is the frequent and extreme typhoons that have erased whole communities. Due to Philippine government corruption and pandering to multinational corporations, the country suffers from weak infrastructure, landslides due to large-scale mining and logging, poor warning systems, and hoarding of relief funds and goods by the Philippine government. U.S. military "relief" is in fact a ploy to justify sending in more troops, as to this day, many families have not received any relief and instead have relied on people’s volunteer organizations on the ground and foreign humanitarian groups, such as the National Alliance for Filipino Concerns. Aquino’s political impotence reveals the nature of his presidency as a puppet for U.S. interests.
The U.S.’ imperialist efforts toward political and economic domination is a key contributor to global human rights violations in all its forms. The global migration phenomenon is a result of unjust economic policies designed and implemented to benefit the U.S. and a handful of the most powerful governments and corporations at the expense of migrant workers. Filipinos, especially women, fall victim to labor and sex trafficking. GABRIELA USA is calling for justice for over 300 teachers who were recently trafficked by Isidro Rodriguez in Washington, D.C. Predatory agents like Rodriguez take advantage of the vulnerability of migrant workers due to weak legal protections in both their home and host countries.

We, the International League of Peoples’ Struggle (ILPS), salute the heroic resistance of the Kurdish people and their army in Rojava, the YPG/YPJ – People’s Protection Units – against the criminal gangs of the so-called Islamic State (ISIS) in Kobane, one of the self-governing cantons of West Kurdistan (Rojava) in Syria.
We call on all the more than 300 ILPS member-organizations in 38 countries around the globe to take initiative and express their solidarity and support to the Kurdish people's resistance in Kobane and the whole of Rojava, or join the demonstrations being organized by the Kurdish liberation movement in different parts of the world.
The ILPS condemns the super-terrorist US for creating the ISIS monster that has rampaged through parts of Syria and Iraq, committing hideous crimes against the people in areas that they have overrun. We condemn Turkey for collaborating with the US in creating, arming and coddling this horde of terrorists.
ISIS and similar extremist Islamist terrorist groups like the Al Qaeda and Al-Nustra have been created by the US as part of its over-all scheme to remake the Middle-East, by carrying out regime change in such countries as Libya and Syria that have dared to assert their national sovereignty against imperialist plunder and war. For its part, the Turkish government is using ISIS to attack the Kurdish liberation struggle led by the PKK.
ISIS terrorists have been trained by US Special Forces in secret NATO bases inside Turkey and Jordan. For the last year and a half, the US has been developing what the world has now come to know as ISIS. Turkey has allowed safe passage through its borders of jihadists from different parts of the world to join ISIS, and has facilitated the transport of wounded ISIS terrorists to be treated in hospitals in the Turkish province of Urfa and other cities in Turkey.
The US is remaking the Middle-East in order to consolidate its hegemony in this oil-rich region. It is using the ISIS in the same manner as it has used Neo-Nazi gangs in the Ukraine to stir up trouble and force regime change, toppling the duly-elected president, and replacing him with a pro-Western president and a fascist military junta as part of US-NATO strategy to encircle and pressure Russia.
In the wake of the hideous crimes of the ISIS, including the massacre of Shiites and Christians, and the beheading of Western journalists, the US has pretended to adopt a policy of opposing ISIS and carrying out bombing raids against ISIS. In fact, the US is still thereby using the ISIS as the pretext to violate the national sovereignty of Syria.
The US war planes are actually bombing food granaries and buildings in Syria which are away from ISIS positions. They are now in a position to attack the forces of the Syrian government. Turkey has also exposed its real dirty agenda to attack the Kurdish liberation struggle by bombing PKK forces in Oramar (Daglica) near the border with Iraq, relieving ISIS from the successful counter-attacks of the Kurdish fighters and allowing the ISIS to block humanitarian aid from Iraqi Kurdistan.
The Kurdish resistance forces in Kobane have said that they can defeat the ISIS without any need for foreign intervention such as that falsely offered by the US and Turkey. All they need from Iraqi Kurdistan are sufficient weapons and ammunition against the tanks and vehicles mounted with big guns of the ISIS terrorists.
The terrible crimes being perpetrated by the ISIS and the support given them by the US and Turkey have aroused the anger of freedom-loving people throughout the world. At the same time, the heroic resistance of the YPG/YPJ – the People’s Protection Units – composed of Kurdish men and women, has inspired the people of the world to rally in support of the Kurdish liberation struggle.The acknowledged leader of the Kurdish liberation struggle, Abdullah Ocalan, has called on the entire Kurdish nation to mobilize in support of the resistance in Kobane. Kurds throughout the world have responded by organizing demonstrations in many countries calling for international support.

Is Dr. Broderick a conspiracy theorist? He says that “there is urgent need for affirmative action in protecting the less affluent of poorer countries, especially African citizens, whose countries are not as scientifically and industrially endowed as the United States and most Western countries, sources of most viral or bacterial GMOs that are strategically designed as biological weapons.” He also asks an important question when he says “It is most disturbing that the U. S. Government has been operating a viral hemorrhagic fever bioterrorism research laboratory in Sierra Leone. Are there others?”Well, Mr. Broderick’s claims seem to be true. After all, the U.S. government has been experimenting with deadly diseases on human beings for a long time, history tells us so. One example is Guatemala. Between 1946 and 1948, the United States government under President Harry S. Truman in collaboration with Guatemalan President Juan José Arévalo and his health officials deliberately infected more than 1500 soldiers, prostitutes, prisoners and even mental patients with syphilis and other sexually transmitted diseases such as gonorrhea and chancroid (a bacterial sexual infection) out of more than 5500 Guatemalan people who participated in the experiments. The worst part of it is that none of the test subjects infected with the diseases ever gave informed consent. The Boston Globe published the discovery made by Medical historian and professor at Wellesley College, Susan M. Reverby in 2010 called ‘Wellesley professor unearths a horror: Syphilis experiments in Guatemala.’ It stated how she came across her discovery:Picking through musty files in a Pennsylvania archive, a Wellesley College professor made a heart-stopping discovery: US government scientists in the 1940s deliberately infected hundreds of Guatemalans with syphilis and gonorrhea in experiments conducted without the subjects’ permission. Medical historian Susan M. Reverby happened upon the documents four or five years ago while researching the infamous Tuskegee syphilis study and later shared her findings with US government officials.The unethical research was not publicly disclosed until yesterday, when President Obama and two Cabinet secretaries apologized to Guatemala’s government and people and pledged to never repeat the mistakes of the past — an era when it was not uncommon for doctors to experiment on patients without their consent.After Reverby’s discovery, the Obama administration apparently gave an apology to then-President Alvaro ColoYesterday, Obama called President Álvaro Colom Caballeros of Guatemala to apologize, and Obama’s spokesman told reporters the experiment was “tragic, and the United States by all means apologizes to all those who were impacted by this.A representative of the Guatemalan government said his nation will investigate, too — looking in part at the culpability of officials in that country. Researchers wanted to study the effects of a group of antibiotics called penicillin on affected individuals. The prevention and treatment of syphilis and other venereal diseases were also included in the experimentation. Although they were treated with antibiotics, more than 83 people had died according to BBC news in 2011 following a statement issued by Dr Amy Gutmann, head of the Presidential Commission for the Study of Bioethical Issues:The Commission said some 5,500 Guatemalans were involved in all the research that took place between 1946 and 1948. Of these, some 1,300 were deliberately infected with syphilis, gonorrhoea or another sexually transmitted disease, chancroid. And of that group only about 700 received some sort of treatment. According to documents the commission had studied, at least 83 of the 5,500 subjects had died by the end of 1953.
Washington’s reaction to the report is a farce. The apology made to Guatemala’s government was for the sake of public relations. Washington knows about its human experimentations in the past with deadly diseases conducted by government-funded laboratories that are known to be harmful to the public. The U.S. government is guilty in conducting numerous medical experiments on people not only in Guatemala but in other countries and on its own territory. As the Boston Globe report mentioned, the Tuskegee Syphilis Study occurred between 1932 and 1972 by the U.S. Public Health Service to study the “natural progression” of untreated syphilis in the African American population. The U.S. Public Health Service and the Tuskegee Institute collaborated in 1932 and enrolled 600 poor sharecroppers from Macon County, Alabama to study the syphilis infection. However, it was documented that at least 400 of those had the disease (they were never informed that they actually had syphilis) while the remaining 200 did not. They received free medical care, food and even free burial insurance for participating in the study. Documents revealed that they were told that they had “bad blood” which meant that they had various medical conditions besides syphilis. The Tuskegee scientists continued to study the participants without treating their illnesses and they also withheld much-needed information from the participants about penicillin, which proved to be effective in treating Syphilis and other venereal diseases. The test subjects were under the impression that they were receiving free health care from the U.S. government while they were deliberately being lied to by the same administrators who were conducting the tests. Washington is fully aware of its human experimentations with deadly diseases. The government of Guatemala also knew about the Syphilis experiments according to the Boston Globe:

A small newspaper writer Joseph Tevington of the Bucks County Courier Times in Pennsylvania has detected the subtle snaky deceits coming out of giant journalists from AP, Reuters and Boston Globe and he is not afraid to special mention them. Tevington wrote in his article entitled boldly, Don't believe what you read: Church teaching isn't changing. Whoa, don’t believe what you read, idiot Catholics!
Tevington began his article, “Like many local newspapers, the Courier Times relies on large news organizations for national and international news. In the area of religious news, those organizations have a small pool of writers who may or who may not be well-equipped for their specialized work”. Then he gave specific examples.
