The Archbishop of Dublin Dr Diarmuid Martin has admitted that "a cabal" protecting clerical sex abusers may be operating at the highest levels in the Catholic Church.

Dr Martin said: "There may be a cabal in Cloyne. They may have friends in other parts of the Irish Church. They may have friends in Irish society. There may be friends in the Vatican."

Asked yesterday who was preventing the protection of children, he said: "The numbers that are involved in this are few. The damage that these people cause is horrendous. It's for all of us to see where they are, but in the long term I have to take the responsibility that in Dublin there are not cabals who reject our child protection laws.

"Everybody knows there are people who have challenged what I do, there are people who challenge what the Diocese does, people challenge what the national norms are. They exist. The way we get out of the cabals is by those of us who are convinced of what we are doing, being strong together."

His comments come as a national audit of clerical sex abuse by the gardai's sexual crime unit is expected to reveal a huge volume of complaints against priests dating back 80 years when it is completed within months.

Yesterday in a long-awaited response the Vatican said it was "sorry and ashamed" of what happened in the Irish church, but denied it aided a cover up.

The Tanaiste Eamon Gilmore said yesterday: "I remain of the view that the 1997 letter from the Nuncio provided a pretext for some to avoid full cooperation with the Irish civil authorities.

"The sexual abuse of children is such a heinous and reprehensible crime that issues about the precise status of documents should not be allowed to obscure the obligation of people in positions of responsibility to deal promptly with such abuse and report it."

The Bishop of Meath, Dr Michael Smith, has hit out at Taoiseach Enda Kenny for his "discourtesy" in taking a sentence from a document by the now-pope, and quoting it out of context in his recent Dáil speech criticising the Vatican.

He has also accused the government of failing to substantiate the criticisms levelled at the Vatican by the taoiseach, and defended the Holy See's commitment to the protection of children.

Bishop Smith's comments came during Mass at St Paul's in Mullingar on Sunday, where he told the congregation that the Vatican response (now uploaded to mullingar.com) was "a reasoned, measured and well-sourced document that merits careful reading".

Referring to Taoiseach Kenny's comments in Dáil Éireann, the bishop said the taoiseach stated the Cloyne Report "exposes an attempt by the Holy See to frustrate an inquiry in a sovereign democratic republic as little as three years ago, not three decades ago".

"When invited to substantiate this serious allegation, government representatives were unable to do so," the bishop stated, adding that the response from the Holy See had addressed this allegation "in considerable detail", and clearly showed the claim to be both untrue and without foundation.

"Further on in his speech Mr Kenny takes a sentence from a document signed by the then Cardinal Ratzinger in May 1990 on the 'Ecclesial Vocation of the Theologian' totally out of context and applies it to child abuse," Bishop Smith continued.

"This document affirmed the age-old teaching of the church that it does not take its teaching from the state or from popular opinion but from the teaching of Jesus Christ. It is regrettable that the taoiseach should show such discourtesy to Pope Benedict by taking a sentence from a long paragraph and applying it to a specific topic that this document in question was not addressing."

Bishop Smith said that the difficulty in grappling with the evil of the abuse of children by adults is highlighted by the difficulty successive Irish governments have had in framing legislation, and drafting a constitutional amendment to deal with the issue.

He said that the Holy See statement referred to unsuccessful efforts made by the Irish government in 1997 in this regard, a year after the Irish bishops published their first document on the handling of allegations of abuse.

That document from the bishops, "obliged bishops and religious superiors to cooperate fully with the civil authorities and to report all allegations to the gardaí and the HSE, even though civil law does not yet impose such an obligation," he stated.

"Both the Cloyne Report and various comments surrounding its publication spoke about the lack of recognitio from the Holy See to this 1996 document," the bishop continued. "There was no doubt in our minds as bishops at that time that this was not a study document but a set of procedures which all were expected to observe.

"Bishops never sought a recognitio from the Holy See as that would set the procedures in stone, and could prevent them from later amendment and development in the light of experience. In fact, since then, there have been two major revisions of this original document.

"The Holy See response notes that some of the comments indicate a lack of understanding of the procedures governing the church's own internal law."

Bishop Smith said that the Holy See response "makes clear the church's commitment to the protection of children by cooperating with the civil authorities and ensuring that our own internal best practice is maintained".

He concluded: "I take this opportunity to thank those in our parishes who help us to make the church a safe and welcoming place for children to be involved today. I ask you to join with me in praying for all who have been hurt and betrayed in their childhood that they may one day experience healing and peace."

The Irish Government has told the Vatican that it stands by every single detail of Prime Minister Enda Kenny’s controversial comments on the Holy See’s handling of the Cloyne Diocese child sex abuse scandal.

The Dublin government has formally responded to a statement from the Vatican which challenged elements of Kenny’s attack on the Catholic Church after the publication of the Cloyne Report.

A formal statement defending the PM’s comments has been backed up by a radio interview on Friday morning where Justice Minister Alan Shatter repeated Kenny’s claims that the Vatican attempted to frustrate Irish state enquiries into clerical sex abuse as recently as three years ago.

Like Kenny in his speech this summer, Shatter insisted on Friday morning that Holy See had ‘failed to provide information to the Murphy Commission and used a diplomatic ploy to support its position’.

Dr Martin’s comments and those contained in the Vatican statement were again refuted by Justice Minister Shatter when he spoke to Irish state radio station RTE on Friday morning.

“The Vatican failed to cooperate with the Murphy Commission,” claimed Minister Shatter.

“It failed to provide it with information readily available to it, failed to furnish information it had available to it with regard to the abuse of children in both the Dublin diocese and subsequently the Cloyne diocese.

“A request for information was made directly by the Murphy commission used the diplomatic ploy of refusing to deal with the matter when the request came through Department of Foreign Affairs which could not have been done because the Murphy Commission was independent of Government when investigating Cloyne.”

Shatter also told the radio station that, instead of supplying information, the Papal Nuncio ‘simply informed the Murphy Commission that it does not determine the handling of cases of child abuse in Ireland and is unable to assist in the matter’.

The Minister added: “That request was made to the Papal Nuncio as the ambassador to the Vatican based in Dublin. It was open to him to obtain from the Vatican any papers and information relevant to that inquiry.

“Information relating to priests who had allegedly abused children. This was an issue specifically raised in the Cloyne report.”

In an earlier statement, the Irish Government PM Kenny’s claims that the Holy See gave some members of the clergy in Ireland a pretext not to co-operate with inquiries into child abuse.

“Having considered carefully the Cloyne report and the response of the Holy See, the Government of Ireland remains of the view that the content of the confidential letter in 1997 from the then apostolic nuncio, Archbishop Luciano Storero, to the Irish bishops, regardless of whether or not it was intended to do so, provided a pretext for some members of the clergy to evade full co-operation with the Irish civil authorities in regard to the abuse of minors. This is a matter of great concern to the Irish Government,” said the statement.

The official response also stated that the Irish Government ‘acknowledged and welcomed the response of the Holy See to the Cloyne report in which it expressed shame and apologized for the terrible suffering which the victims of child abuse and their families had suffered’.

In response, a spokesman for the Irish Catholic Bishops said: “In light of the Government’s statement, the Catholic Church restates its commitment to best practice in safeguarding children and to working with State authorities in achieving this. The focus should now be on the future.”

Minister for Justice Alan Shatter has said the Government stands over its criticism of the Vatican's handling of child abuse allegations here.

Last night, the Government said Taoiseach Enda Kenny's Dáil comments in July on the Cloyne Report accurately reflected the public anger.

Speaking on Morning Ireland, Mr Shatter reiterated that the Vatican had frustrated inquiries into clerical child abuse in Cloyne and Dublin, by failing to provide information as recently as 2008.

Mr Shatter said: "We are very clear where we are going. Our focus is on the protection of children and child welfare.

''We are proceeding to enact legislation and introduce reforms that are essential to provide the best possible protection to children.''

When asked about the specific failings of the Vatican, the minister said: ''It (the Vatican) failed to co-operate with the Murphy Commission, failed to provide information readily available to it with regard to the abuse of children in both the Dublin diocese and subsequently the Cloyne diocese.

''And because a request for information was made directly by the Murphy Commission, (the Vatican) used the diplomatic ploy of refusing to deal with the matter because the request hadn't come through the Department of Foreign Affairs when it couldn't have done so because the Murphy Commission was independent of Government."

The minister said ''very substantial assistance'' could have been provided to the commission by the offices of the Papal Nuncio, but insisted ''no such assistance was ever provided''.

Mr Shatter said the issue raised about priests revealing details of information given in confession was an "irrelevant and largely bogus" one.

He said all of the incidents of abuse investigated in Dublin and Cloyne "had nothing at all to do with the confessional".

But the minister did say that the legal system would lose credibility if abusers were given more protection than money laundering, as serious an offence as the latter is.

"I don't think you can credibly say you can give people permission to conceal admissions of child abuse, while compelling people (lawyers and accountants) whose relationships with others are normally privileged, to give information about money laundering."

Archbishop of Dublin Dr Diarmuid Martin has called on Mr Kenny to explain the claim. He said the Murphy report showed no evidence of the Vatican doing so and that the Holy See could find no evidence to substantiate the allegation.

“It failed to provide it with information readily available to it, failed to furnish information it had available to it with regard to the abuse of children in both the Dublin diocese and subsequently the Cloyne diocese.
